Reporting to the Manager, Transportation while working collaboratively with multi-disciplinary and cross-departmental teams, you support the delivery of New Westminster’s bold vision for accessible and sustainable transportation. We require a forward-thinking, values-driven and collaborative Supervisor of Transportation Planning who takes a leadership role in helping to achieve the City’s transportation goals, making it safer, more comfortable and more convenient for people of all ages and abilities to walk, wheel, and take transit in New Westminster.

You have specialized knowledge and skills in multi-modal transportation planning and will be responsible for a range of duties, including: transportation-related policy and bylaw development and implementation; city-wide and neighbourhood transportation plan development and implementation; development application coordination, negotiation, and review for transportation requirements; engagement processes involving the public and/or interest holders; capital project planning; and, collaboration across departments on transportation-related implications for broader planning policy and regulation (e.g., zoning, housing).

You are a professional with excellent problem-solving skills who exercises considerable initiative and independent judgement in professional transportation planning matters. You are an experienced project manager who is comfortable engaging with elected officials, senior management, the general public, and a range of internal and external interest holders, and you are committed to developing and delivering ambitious plans to achieve the City’s transportation priorities.

This role also guides and supervises a team of professional and technical staff in carrying out the City’s transportation goals.

Responsibilities Requirements
  • University degree, plus a post-graduate degree, in transportation planning or community and regional planning, or a related field, plus sound related professional experience preferably in a municipal transportation setting. An equivalent combination of training and experience as acceptable to the employer may be considered.
  • Certified membership or eligibility for Certified membership in the Planning Institute of British Columbia and Canadian Institute of Planners.
  • Ability to plan, assign and supervise the work of professional and technical staff, and to apply excellent people management and leadership skills. Previous supervisory experience is considered an asset.
  • Advanced knowledge of the principles, practices, techniques, methods, procedures, and trends applicable to municipal planning, and fields related to transportation planning, such as law, economics, development practices, and municipal finance.
  • Awareness of and appreciation for New Westminster’s Master Transportation Plan and climate emergency bold steps, the City’s transportation system, and current Trans Link and municipal transportation policy, principles, standards and methods.
  • Considerable knowledge of the policies, legislation, rules, regulations, and bylaws governing the work and experience researching, developing, and implementing such policies and regulations.
  • Sound knowledge of the roles and responsibilities of external agencies involved in transportation issues affecting the City.
  • Experience in the timely processing and oversight of complex development projects, at all stages, and preparing related reports.
