Purpose of Role
To deliver high-quality and accurate stock condition surveys across Council-owned housing stock, supporting effective asset management, maintenance planning, and long-term investment decisions.
Key Responsibilities
- Carry out internal and external stock condition surveys on Council properties, assessing building components, age, condition, and lifecycle requirements.
- Record accurate and consistent data using housing asset management systems and ensure timely updating of the stock condition database.
- Identify building defects, maintenance priorities, and health & safety risks, issuing urgent works where required.
- Support the development of a 5-year rolling stock condition survey programme, prioritising properties based on condition and risk.
- Contribute to planned and cyclical maintenance programmes, refurbishment works, and capital investment planning.
- Undertake feasibility assessments and provide technical recommendations to support asset management decisions.
- Assist in the inspection and supervision of works on site to ensure compliance with specifications, standards, and legislation.
- Liaise with contractors, internal teams, and external stakeholders, attending site meetings and providing professional technical input.
- Support data collection from other officers and ensure consistency and accuracy across all housing stock information.
- Promote health & safety compliance, safeguarding responsibilities, and adherence to Council policies and procedures at all times.
Person Specification (Summary)
- Experience in stock condition surveying or building surveying within housing or public sector environments
- Strong knowledge of building construction, defects, and maintenance practices
- Understanding of housing legislation including HHSRS and Decent Homes Standard
- Ability to manage survey data and produce accurate technical reports
- Strong communication skills and ability to work with contractors, colleagues, and residents
- Ability to prioritise workload and work independently to deadlines
