Job Introduction

HR Manager – Tunstead, Commercial & SC&L Central

At Tarmac, who you are matters. We are looking for an experienced and commercially minded HR Manager to join our Cement business, supporting our Tunstead Cement Plant, Commercial and Supply Chain & Logistics Central operations. This is a high-impact HR leadership role where you'll partner closely with operational and senior leaders, providing expert guidance across a broad range of people matters.

You'll play a pivotal role in delivering the people agenda, shaping workforce strategies, supporting organisational change, and ensuring our people practices drive both business performance and employee engagement. Working as part of a wider national HR team, you'll have the opportunity to influence decision-making, champion best practice, and help create an inclusive, high-performing culture across a diverse and unionised workforce.

This is an exciting opportunity for a confident HR professional who thrives in a fast-paced industrial environment and is passionate about making a real difference.

What You'll Be Doing

As HR Manager, you'll deliver a proactive, commercially focused HR service that supports both operational and strategic business objectives.

Key Responsibilities
  • Partnering with senior leaders and management teams to provide expert HR advice, challenge and support on complex people matters.
  • Delivering a high-quality employee relations service, managing disciplinary, grievance, absence and capability cases while minimising risk and supporting positive outcomes.
  • Building strong relationships with Trade Union representatives and leading local industrial relations activity, including supporting annual pay negotiations.
  • Leading organisational change initiatives, including restructures, reorganisations and redundancy programmes, ensuring legal compliance and effective consultation throughout.
  • Influencing and coaching leaders to strengthen management capability, drive accountability and support a high-performance culture.
  • Supporting workforce planning, succession planning and talent development activities to ensure future capability needs are met.
  • Leading recruitment, onboarding, early careers and educational engagement initiatives across your business areas.
  • Working closely with leaders to identify learning and development priorities and support career progression across the workforce.
  • Using HR data and insights to identify trends, support decision-making and drive continuous improvement initiatives.
  • Collaborating with colleagues across the wider Cement and Packed HR team to deliver consistent HR practices, share best practice and support business-wide initiatives.
What We Are Looking For

We're seeking an HR professional who combines strong technical expertise with the confidence to influence, challenge and build trusted relationships at all levels of the organisation.

  • Significant generalist HR experience gained within a manufacturing, industrial, engineering or similarly operational environment.
  • Demonstrable experience managing complex employee relations cases and organisational change programmes.
  • Experience working within a unionised environment and developing effective relationships with Trade Union representatives.
  • Strong knowledge of UK employment legislation and its practical application.
  • Experience coaching, influencing and supporting leaders across multiple organisational levels.
  • A bachelor's degree (or equivalent) in a business-related discipline and CIPD Level 5 qualification, or be working towards it.
  • Excellent interpersonal and stakeholder management skills with the ability to build credibility quickly.
  • Strong commercial awareness and the ability to balance people priorities with operational and business objectives.
  • The confidence to make difficult decisions, effectively manage conflicting priorities and remain calm under pressure.
  • Strong analytical skills with the ability to interpret HR data and translate insights into practical business actions.
  • Most importantly, you'll be someone who builds trust, embraces challenge, drives positive change and is passionate about creating an environment where people and businesses can thrive together.
