Job Overview

We are seeking an experienced and motivated Security Manager to join our Estates and Facilities Division. In this role, you will take tactical responsibility for security services within the Division, ensuring a safe and secure environment for patients, staff, visitors and assets. Working as part of the wider Health Board security function, you will deliver operational excellence while contributing to the implementation of Health Board‑wide strategy at a divisional level.

This is a key leadership role focused on service delivery, local risk management and continuous improvement. The ability to speak Welsh is desirable;
English and/or Welsh speakers are equally welcome.

Main Duties
  • Manage and deliver a high‑quality, cost‑effective security service
  • Provide tactical leadership and day‑to‑day management of the divisional security workforce
  • Implement Health Board security policies, standards and strategies at a local level
  • Ensure the effective operation of CCTV, access control and security systems within the Division
  • Monitor performance through KPIs, audits and reporting, driving continuous improvement
  • Manage divisional security budgets, resources and contracts in line with delegated authority
  • Build strong relationships with divisional leadership teams, clinical services and external partners (e.g. Police, Local Authority)
  • Support wider Health Board initiatives, including capital projects and security improvements, ensuring divisional requirements are represented
Qualifications and Knowledge

Essential

  • Educated to Masters degree level or equivalent experience
  • Knowledge of security‑related legislation and relevant Codes of Practice
  • Knowledge of risk assessment processes
  • Knowledge of training techniques
  • Knowledge of Health & Safety legislation

Desirable

  • NHS Security Management Service qualification
  • Understanding of security by design
  • Knowledge of risk management techniques and processes
  • Thorough knowledge of security related standards
  • Evidence of continuous professional development over the past 3 years
  • Specialised knowledge in the management of security risks
Experience

Essential

  • Security management experience in healthcare (or related service)
  • Experience of training development and delivery
  • Wide experience of management
  • Experience dealing with enforcement agencies
  • Experience of audit processes
  • Demonstrated successful application of change with impact on organisational behaviour
  • Commitment to involve stakeholders in all aspects of service development
  • Experience in project management producing demonstrable outcomes
  • Positive change management experience within a large, complex organisation
  • Experience developing a security strategy and subsequent policy making
  • Experience reviewing and implementing significant change to operational structures and working practices
  • Evidence of information system reviews and significant change implementation
  • Experience managing staff including recruitment, appraisals and disciplinary procedures; at least 2 years managing large numbers of staff in a similar role
  • Ability to work to tight deadlines
  • Experience setting and delivering defined service levels, developing KPIs and performance monitoring systems
  • Commercial awareness and experience managing significant budgets
  • Experience managing change to working practices and operational structures in a unionised environment

Desirable

  • Police or armed forces experience
