An exciting opportunity has arisen for an experienced and motivated Performance and Service Improvement Manager to join the Mental Health and Learning Disabilities Division at Aneurin Bevan University Health Board.

This senior leadership role is responsible for driving a culture of performance excellence, continuous improvement and data‑led decision making across divisional services. The post holder will provide expert analytical, planning and performance management support, working closely with clinical and operational teams to improve outcomes, quality, safety and service user experience.

The successful candidate will lead the development and monitoring of performance plans, support strategic service redesign, contribute to the Integrated Medium Term Plan (IMTP), and ensure robust governance arrangements are in place across the Division. They will play a key role in developing innovative service models, supporting transformation programmes and embedding quality improvement methodologies to deliver sustainable change.

This post is a fixed term/secondment for 18 months from the date of appointment to cover a secondment. If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.

• Lead performance management and service improvement activities across the Mental Health and Learning Disabilities Division, ensuring services achieve key organisational and national targets.
• Provide expert analysis and interpretation of complex performance, activity and workforce data to identify opportunities for improvement, efficiency and better outcomes for service users.
• Support the development, delivery and monitoring of divisional strategic plans, including the Integrated Medium Term Plan (IMTP), ensuring alignment with Health Board priorities and Welsh Government requirements.
• Develop business cases, service models and improvement plans, ensuring proposals are informed by high‑quality data, benchmarking and best practice.
• Work collaboratively with clinical and operational leaders, corporate teams and external partners to support performance management, planning and continuous improvement across services.
• Lead the development and utilisation of business intelligence and performance reporting tools to enhance service delivery, productivity and decision making.
• Line manage and support staff within the Planning, Performance and Partnership Team, promoting a culture of high performance, innovation and continuous development.
• Participate in the Division's senior manager on‑call rota and contribute to the delivery of safe, effective and sustainable services across Mental Health and Learning Disabilities.
