We are seeking an entrepreneurial, highly seasoned, and execution-focused Project Director / COO to establish and run our entire upcoming Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) skill training project from scratch.
You will have absolute operational autonomy and end-to-end ownership of the venture—spanning regulatory PRN/PAF approvals, greenfield center setup near Bagodra, candidate mobilization, third-party assessments, and formal job placement. The ideal candidate has successfully launched and managed at least one DDU-GKY project or center vertical in the past and understands the financial, audit, and placement metrics required to run a compliant, profitable operation.
Key Responsibilities & Deliverables1. Regulatory, PAF Approval & State Liaisoning
- Lead the project application process with the Gujarat State Rural Livelihoods Mission (GSRLM) and MoRD.
- Handle the end-to-end preparation, documentation, and submission of the Project Application Form (PAF).
- Secure the Permanent Registration Number (PRN) and represent the organization during state-level project approval meetings.
- Greenfield Center Setup & Compliance Audit
- Identify, lease, and establish the physical training facility near the Memer/Bagodra layout in compliance with National Common Norms.
- Supervise the deployment of mandatory infrastructure: theory classrooms, trade-specific practical labs, IT/computer labs, biometric attendance architecture, and 24/7 CCTV surveillance networks.
- Ensure 100% adherence to official DDU-GKY branding, safety, and operational Standard Operating Procedures (SOP) to clear Center Verification (CV) audits seamlessly.
- Rural Mobilization & Operations Management
- Build and deploy rural outreach teams to mobilize and recruit eligible youth (ages 15–35) from targeted villages and Gram Panchayats.
- Recruit, train, and manage a high-performing center team, including Center Managers, MIS Coordinators, SSC-certified Trainers, and Quality Assurance staff.
- Oversee daily biometric compliance, candidate data maintenance on government portals, and uniform/allowance distribution.
- Assessment, 70% Placement & Funding Recovery
- Coordinate with Sector Skill Councils (SSCs) for timely third-party candidate assessments and certifications.
- Form corporate partnerships and tie-ups with employers in Ahmedabad, Sanand, Changodar, and across Gujarat to guarantee formal placement for a minimum of 70% of trained candidates.
- Drive the meticulous collection of post-placement tracking documents (appointment letters, 3-month salary slips, and bank statements) to unlock Tranches 2, 3, and 4 from the government.

Experience:
Minimum 5–8 years of experience in the skill development sector, with at least 3 years explicitly heading a DDU-GKY project or large-scale center cluster. - Proven Track Record:
Candidates must have successfully set up a center from the ground up and taken batches through to final Tranche 3/4 closure. - SOP Expertise:
Expert-level knowledge of the official DDU-GKY SOP, standard operating guidelines, and common norms. - Network:
Pre-existing relationships with the Gujarat Skill Development Mission (GSDM), GSRLM, or local industry hiring managers is highly preferred. - Language:
Professional fluency in Gujarati and Hindi/English is mandatory to effectively manage rural communities and government personnel.
