Job Title:
Revenues Manager Purpose of the Role
To lead and manage the Council’s Revenues Service, ensuring the accurate billing, collection and recovery of Council Tax, Business Rates (NNDR) and related income streams. The role is responsible for delivering a high-performing, compliant and customer-focused service, while driving continuous improvement and value for money.
Key Responsibilities Service Delivery & Operations- Ensure the accurate and timely annual billing of Council Tax, NNDR and Business Improvement District (BID) levies
- Oversee the effective administration of all revenues processes including billing, collection, recovery and enforcement
- Promote and implement effective debt management and recovery strategies
- Ensure all debts are pursued in line with legislation and council policies
- Maintain and optimise revenues systems to ensure efficient service delivery
- Lead and manage Revenues Team Managers and their teams
- Develop and deliver training and development programmes for staff
- Set clear objectives and manage performance, ensuring accountability for service delivery
- Foster a culture of continuous improvement, collaboration and customer focus
- Monitor service performance and develop key performance indicators (KPIs)
- Provide regular reports on income collection, arrears and service performance
- Ensure the accurate completion and submission of statutory returns (e.g. NNDR1, NNDR3, CTB1) within required timescales
- Maintain accurate records and management information, including tax base, exemptions and discounts
- Develop service plans, business plans and operational work programmes
- Translate strategic priorities into measurable outcomes
- Lead on continuous improvement initiatives, including system and process enhancements
- Design and implement discretionary schemes as required
- Manage allocated service budgets in line with financial regulations
- Identify, assess and mitigate risks to service delivery
- Recommend and authorise debt write-offs in accordance with delegated authority levels
- Prepare reports for committees, including hardship and discretionary relief cases
- Build effective relationships with internal departments and external organisations
- Manage and monitor Service Level Agreements (SLAs) to ensure performance and value for money
- Represent the Council at local and national meetings and events
- Deputise for the Revenues and Benefits Service Manager as required
- Strong knowledge of Council Tax and Business Rates (NNDR) legislation and practice
- Proven experience in a revenues, local taxation or income collection environment
- Experience of managing or leading teams in a performance-driven environment
- Experience of billing, recovery and enforcement processes
- Strong leadership and people management skills
- Analytical and data-driven approach to problem solving
- Ability to interpret and apply complex legislation
- Excellent communication and stakeholder management skills
- Strong organisational skills with the ability to manage competing priorities
- The role may require attendance at meetings, events and committees
- The post holder will be expected to support wider service activities as required
