Role Overview

The Projects Land Representative is a project‑focused land professional responsible for leading and coordinating landowner engagement, land acquisition, and land access activities for pipe integrity and other operations and maintenance projects. This role operates as a central land subject matter expert within project teams and is accountable, in collaboration with the Land Analyst team, for ensuring land activities are executed in alignment with company procedures and all applicable regulatory, legislative, contractual, and financial requirements.

The position works closely with internal stakeholders—including Legal, Projects, Environment and Regulatory, Construction, and Indigenous Relations—as well as external stakeholders such as landowners, industry representatives, and regulatory bodies, to deliver land acquisition/access and public awareness/consent programs, and to resolve escalated land related issues.

Key Responsibilities Project Land Leadership
  • Plan, coordinate, and execute landowner engagement and land acquisition/access activities in alignment with project and business unit objectives.
  • Identify land requirements, constraints, and risks associated with projects, acquisitions, and business development opportunities, and proactively mitigate or uplift issues as required.
  • Act as the primary land point of contact within multidisciplinary project teams.
Cost, Vendor, and Consultant Management
  • Prepare and manage land cost estimates, forecasts, purchase orders, and cost accountability processes.
  • Provide direction, oversight, and performance management for third‑party consultants, including land brokers and appraisers‑party consultants.
  • Establish and enforce quality standards and protocols for external service providers.
Strategy, Risk, and Issue Resolution
  • Develop land strategies, recommendations, and execution plans that consider schedule, cost, regulatory requirements, and precedent‑setting implications.
  • Lead or support the resolution of complex land issues, including claims, negotiations, arbitrations, and legal actions.
  • Maintain clear, accurate, and professional communication with internal and external stakeholders.
Process Improvement and Collaboration
  • Contribute to continuous improvement of land processes, practices, and integration of land into project execution models.
  • Act as a knowledge resource and mentor within the broader land and project community.
Qualifications and Core Competencies
  • Strong interpersonal and communication skills, effective in a fast‑paced, team‑based project environment.
  • Proven ability to apply federal and provincial land‑related legislation and regulatory requirements in a project context.
  • Proven analytical, problem‑solving, and sound judgment capabilities.
  • Ability to manage multiple priorities and competing deadlines.
  • Strong customer service mindset with a focus on timely, high‑quality delivery.
  • Demonstrated leadership, coordination, and project management skills.
  • Advanced written, verbal, presentation, and facilitation skills.
  • Proven negotiation experience, including the ability to lead complex land negotiations.
  • In‑depth knowledge of land practices and execution within the Canadian pipeline and energy sectors.
  • Working knowledge of regulatory regimes including the Canada Energy Regulator (CER), Alberta Energy Regulator (AER), and BC Energy Regulator (BCER).
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with programs such as MS Copilot and the Pandell database are considered assets.
  • Working experience in the Pandell land database is considered an asset.
Education and Experience
  • University degree in a related discipline, or an equivalent combination of education and experience.
  • Minimum 6 years of progressively responsible land experience within the energy or infrastructure sector.
  • Experience leading land scope on projects (owner/operator or in‑house roles strongly preferred).
  • Project Management Professional (PMP) certification is considered an asset.
  • Valid driver’s license required.
