Partner Staffing on behalf of our Client, We are seeking an experienced Water & Wastewater Process Engineer – Project Manager with a minimum of 8 years of progressive experience in municipal infrastructure. The successful candidate will serve as Engineer of Record (EOR) and lead the process design, technical delivery, and project management of water and wastewater treatment facilities, pump stations, and hydraulic systems for municipalities, towns, First Nations, and rural communities across Alberta, Saskatchewan, and Manitoba.

This role requires strong process engineering expertise, leadership capability, and experience coordinating multidisciplinary teams to deliver regulatory-compliant, sustainable, and cost-effective infrastructure solutions.

Requirements

Key Responsibilities

  • Process Engineering Project Management & Technical Leadership
  • Serve as Engineer of Record (EOR) for water and wastewater treatment and pumping infrastructure projects.

Lead process design for:

  • Water Treatment Plants (WTPs)
  • Wastewater Treatment Plants (WWTPs)
  • Lagoons and natural treatment systems
  • Pump Stations and Lift Stations
  • Biosolids handling systems
  • Develop process flow diagrams (PFDs), P&IDs, control philosophies, and design criteria.
  • Perform process modeling, hydraulic calculations, and equipment sizing.
  • Evaluate and select treatment technologies (membrane systems, MB , S , UV, filtration, chemical treatment, etc.).
  • Conduct pilot testing, process optimization, and troubleshooting.
  • Ensure compliance with provincial and federal regulations in AB, SK, and MB.
  • Hydraulic & Infrastructure Design
  • Complete hydraulic modeling and system analysis for water distribution and wastewater collection systems.
  • Design pumping systems, force mains, reservoirs, and pressure-reducing systems.
  • Utilize modeling software (Water

    CAD, Sewer

    GEMS, Info Works, or equivalent).
  • Integrate mechanical, structural, electrical, and I&C requirements into facility designs.

Project Management

  • Manage projects from planning through detailed design, tendering, construction, commissioning, and close-out.
  • Develop scopes, budgets, schedules, and resource plans.
  • Lead multidisciplinary coordination (civil, structural, mechanical, electrical, environmental, I&C).
  • Monitor financial performance, quality control, and risk management.
  • Provide contract administration and construction support services (RFIs, shop drawings, change orders, site inspections).
  • Oversee commissioning, startup, and operator training.
  • Client & Stakeholder Engagement
  • Work directly with municipalities, rural communities, and First Nations clients.
  • Support funding applications and infrastructure grant submissions.
  • Participate in public and stakeholder engagement meetings.
  • Contribute to business development, proposal preparation, and client relationship management.

Qualifications

  • Bachelor’s degree in Civil, Environmental, Chemical, Mechanical or Process Engineering.
  • Professional Engineer (P.Eng.) designation in Alberta, Saskatchewan, or Manitoba (or eligible for registration).
  • Minimum 8+ years of experience in water and wastewater treatment process design and project management.
  • Demonstrated experience as Engineer of Record for municipal treatment facilities.

Strong knowledge of:

  • Conventional and advanced water treatment processes
  • Biological wastewater treatment systems
  • Hydraulic systems and pumping design
  • Western Canadian regulatory frameworks
  • Experience delivering projects in municipal, rural, and Indigenous communities.
  • Strong understanding of multidisciplinary facility coordination.
  • Excellent communication and leadership skills.
