The Quality Management Engineer will oversee and ensure the quality of all engineering processes and deliverables within COOEC Canada's oil and gas engineering projects. This role involves developing and implementing engineering quality management systems, quality control procedures, and work processes; conducting engineering audits; and ensuring compliance with engineering quality management system requirements.

Key Responsibilities Quality Management System Development
  • Develop, implement, and maintain quality management systems for engineering processes.
  • Develop, update, and maintain quality assurance procedures and work processes.
  • Conduct engineering discipline audits at various project phases in accordance with the audit plan. Provide audit findings to the engineering team and ensure that necessary corrective and preventive actions are implemented.
  • Monitor and track the performance of project-defined Quality Performance Indicators (QPIs) and issue non-conformance reports as required.
Compliance and Standards
  • Ensure all engineering activities comply with established quality management and quality control procedures.
  • Update quality documentation as required.
Quality Activities for Procurement Support
  • Prepare and review quality requirements, project quality plans, inspection levels, and quality and certification requirements for various equipment included in RFQ and PO packages.
  • Coordinate with equipment suppliers and third-party inspection agencies throughout project execution in accordance with project quality requirements.
  • Review supplier quality manuals, quality plans, Inspection and Test Plans (ITPs), quality records, NDE procedures, and welding procedures for various equipment.
  • Define inspection scopes and participate in bid evaluations and technical clarifications.
  • Prepare inspection assignment packages for inspectors and estimate required man-hours.
  • Prepare for and facilitate pre-fabrication meetings, and follow up on action items.
  • Attend supplier weekly meetings and witness shop inspections and tests as required.
  • Coordinate the review of inspection reports and issue non-conformance reports as necessary.
  • Conduct supplier audits and evaluations and assess supplier performance.
Training and Support
  • Provide training and support to engineering teams on quality management systems, processes, and best practices.
  • Facilitate continuous improvement initiatives and promote a culture of quality throughout the organization.
Reporting and Documentation
  • Maintain detailed records of engineering quality activities, findings, and corrective actions.
  • Prepare and present quality reports to management and project stakeholders.
  • Work closely with project managers, engineers, and other stakeholders to ensure quality objectives are achieved.
  • Facilitate communication among departments to address quality issues and drive continuous improvement.
Qualifications
  • Bachelor's degree in Engineering.
  • Minimum of 10 years of experience in quality management within the oil and gas industry.
  • Strong knowledge of engineering quality standards, codes, and regulations (e.g., API, ASME, ISO, and ABSA requirements).
  • Proficiency in quality management tools and methodologies such as Six Sigma, Lean, and FMEA.
  • Excellent analytical skills and attention to detail.
  • Strong communication and interpersonal skills.
  • Ability to work independently and collaboratively as part of a multidisciplinary team.
  • Professional quality certifications (e.g., CQE, CQA) are considered an asset.
