Work arrangements:Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the designated work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

The role
We are looking for a Manager, Operations and Finances (MOF) to support our Industrial Research Assistance Program (IRAP). The MOF would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
NRC-IRAP helps firms to develop technologies and successfully commercialize them in a global marketplace. They do this by providing technical and business advisory services and financial assistance to the small and medium- sized enterprises they serve.
The Manager, Operations and Finances, develops, recommends and oversees the implementation of IRAP’s program and operational and business policies, processes, procedures and guidelines and provides relevant advice to the Director General, IRAP Regional Leadership.
The Manager is also accountable for developing and maintaining financial, transactional and other systems and tools that support IRAP business processes.
Duties related to this position include: people management; establish work plans and commitments, provide guidance in the interpretation and application of policies and procedures.
Finally, the Manager prepares and manages annual planning models, templates, plans, and performance reports in accordance with IRAP’s Program Performance Framework and the NRC requirements.

Education
A degree from a recognized post-secondary institution with specialization in: business administration, public administration, finance, commerce or a related field.
A combination of a post-secondary degree from a recognized institution in another field combined with experience, could be considered.

Experience
*** experience in the management of budgets, contracts, and of administrative functions, preferably in a public sector environment.
*** experience in the supervision of administrative staff, ideally in a decentralized office situation.
* experience in providing advice to management on operational processes related to financial and administrative services.

* experience using Microsoft Office, in particular Excel, Word, Microsoft Teams and Outlook at an intermediate level.

* Significant experience is defined as two (2) to six (6) years of experience.
** Recent experience is defined as within the last three (3) years.
*** Extensive experience is defined as seven (7) years or more.
