The Pembina Institute is seeking a Senior Analyst to join our Sustainable Workforce team in a term position (maternity leave coverage) ending September 2027. This position may be based out of Vancouver, Edmonton, Calgary or Ottawa.
You will join a dedicated team advancing Canada’s sustainable energy future, through research, analysis, writing, and policy advocacy. This role contributes to the development of sustainable workforce solutions that support workers in Canada’s evolving industrial landscape.
The opportunityReporting to the Director, Clean Growth, the Senior Analyst will provide research, strategic advice, qualitative and quantitative analysis, writing, government relations, fundraising, and policy advocacy support for the program. The role supports the development and advancement of policy work within the Sustainable Workforce team through evidence‑based analysis and stakeholder engagement.
Your key responsibilities Research, analysis, and communication- Lead projects from inception to completion by applying leadership, project management, budget management, and funder reporting skills to ensure alignment with organizational objectives and enhance the Pembina Institute’s reputation.
- Conduct policy and regulatory analysis, evaluating economic, environmental, and employment impacts of various policy options, and synthesize findings into accessible reports, briefing notes, and blog posts.
- Contribute to external engagement activities, including stakeholder consultations, workshops, working groups, and coalitions, supporting consistent program messaging.
- Collaborate on government relations strategies with the Director, including planning, implementation, and advocacy to advance the Pembina Institute’s policy objectives.
- Build and maintain relationships across multiple government departments and levels, representing the Pembina Institute’s priorities to officials and stakeholders.
- Prepare and coordinate meetings by scheduling, setting agendas, and developing briefing materials and backgrounders.
- Cultivate relationships with diverse partners including ENGOs, First Nations, private sector representatives, and government bodies to build broad‑based support.
- Under the direction of the Director, contribute to strategic initiatives that support strong policy development aligned with program goals and regulatory outcomes.
- Participate in planning processes at both the organizational and program levels, including leading specific activity areas and setting strategic objectives.
- Collaborate on fundraising efforts, including developing grant proposals and supporting funding targets aligned with program objectives. Maintain and grow relationships within the funder community to support program sustainability and the advancement of program objectives.
As a detail‑oriented professional, you bring a strong understanding of Canadian workforce dynamics and an interest in climate and energy policy, supported by solid research and analytical skills. You have experience managing multiple priorities, with the ability to organize work, establish timelines and support delivery of projects.
You are a clear communicator who can engage effectively with a range of stakeholders, including policy‑makers and sector experts. You are comfortable working with both quantitative and qualitative data, and have strong proficiency in Excel to support analysis and decision‑making. Your commitment to sustainability and social impact is reflected in your professional and/or volunteer experience.
What you bring- Undergraduate degree in sciences, business, economics, law, public policy, engineering, or a related field. Master’s degree is considered a bonus.
- Minimum three years of relevant work experience in industry, government, or the not‑for‑profit sector (or equivalent combination of education and experience).
- Experience in energy and/or environmental policy work or advocacy is highly valued.
