The Community Case Management and Supervision (CCMS) program is part of the Canada Border Services Agency’s (CBSA) Alternative to Detention (ATD) framework. Consistent with the mission statement of the John Howard Society, the primary objective of the program is to supervise individuals in the community who remain cooperative with the CBSA but who may lack a bonds person, or who require social service support in addition to a bonds person to mitigate risk upon release into the community.
Case management principles contribute to the management of that risk through the facilitation and coordination of necessary services. Those services are documented in a supervision plan, based on a comprehensive assessment of the client’s risk and needs. This provides for appropriate monitoring to allow for the release and supervision of an individual in the community.
In this full‑time 40 hour/week position, the CCMS Caseworker will work in an integrated and collaborative way to provide supervisory and referral services, guidance and empowerment for self‑management within the community. The caseworker serves as moral support for individuals released from detention based on the case manager’s assessment, while understanding the legal and immigration conditions of release that allow such individuals to participate in the program.
Reporting to the Community Reintegration Program Manager, this individual will practice client‑centered case management; build supportive community relationships; complete casework documentation and data collection; and report outcomes. This role works in a hybrid fashion that combines onsite and mobile work across Calgary. A valid driver’s licence and vehicle are required.
- Engage with clients who are part of Canada’s ethno‑cultural communities.
- Conduct comprehensive file reviews and develop release plans that acknowledge community safety, client stability, and willingness to comply.
- Complete all documentation, including referrals, assessments, crisis plans/risk assessments, case notes and funder reporting.
- Provide guidance and strategies to support clients dealing with direct and/or vicarious trauma.
- Create opportunities for participants to engage in programming, including recreational, educational and community involvement.
- Share responsibility for on‑call duties, including overnight and possible weekend work.
- Perform administrative tasks at a desk for multiple consecutive hours.
- Transport clients to appointments and perform other duties in a personal vehicle, with mileage compensation.
- Arrange and/or assist with move‑in and move‑out activities that may require lifting up to 50 lb.
- Utilize crisis intervention strategies to de‑escalate potentially violent or high‑risk situations.
- Be exposed to biocontainment materials as part of the role.
The successful CCMS Caseworker will hold post‑secondary education in a relevant discipline (e.g., human services, social work). Preferably, the candidate has at least two years of experience in Intensive Case Management and community supervision. Knowledge and experience of corrections is an asset. Brain Story Certification is considered an asset.
