Budget Officer – City of Thomaston

In‑person position located in City of Thomaston. Initial application review will occur on 01/07/2026 and thereafter every two weeks until filled.

Overview

Under the general direction of the County Administrative Officer, the Budget Officer will develop, prepare, monitor, and oversee the County-wide budget. The role provides high‑level administrative and financial support to the Administrative Officer, Board of Supervisors, and County departments, and coordinates fiscal and administrative activities and special projects.

Essential Duties and Responsibilities
  • Manage and coordinate County budget preparation, development, reviews, publication, and monitoring.
  • Review final budget presentation with justifications; perform budget preparation and analysis.
  • Advise County Administrator and Departments of possible budget deviations, variances, and impacts on operations; analyze and explain causes.
  • Consult with Departments on budget preparation, analyses, presentation, and review.
  • Assess and recommend alternative solutions to departmental budgets.
  • Build fiscal forecasts and estimates for revenue and expenditure projections.
  • Provide alternative budget scenarios and finalize the budget in accordance with Administrative Officer and Board direction.
  • Maintain working spreadsheets and statistical reports for budget analysis.
  • Ensure adherence to Mono County Budget Policy and generally accepted accounting practices.
  • Support departments in preparing agenda items, memoranda, and correspondence for review by the Administrative Officer and Board.
  • Lead department teams in preparing agenda items and budget adjustments for presentation to the Board and other officials.
  • Assist in employee compensation costing and labor contract costing; provide financial HR reports.
  • Conduct research and analysis on budget and financial issues; prepare detailed reports for the Administrative Officer and Board.
  • Provide leadership and direction to professional, technical, and clerical staff.
  • Oversee special projects and serve as subject‑matter expert.
  • Maintain expertise in relevant specialties; monitor changes to laws and regulations that impact the County.
  • Provide recommendations and prepare presentations to the Administrative Officer and Board.
  • Other duties as assigned.
Typical Qualifications
  • Graduation from a four‑year college or university with major coursework in business, public administration, public policy, or a related field.
  • Master’s degree in business, public administration, or a related field is desirable.
  • Four (4) years of professional‑level budgetary analysis experience in a public or governmental agency.
  • Knowledge of public finance, budgeting, fiscal control, forecasting, and financial analysis under GAAP.
  • Understanding of California local government fiscal management and budget regulations.
  • Competence with spreadsheets, word processing, databases, and data presentation.
Required Skills
  • Advanced administrative, fiscal, and operational management.
  • Complex budgeting, financial, and statistical analysis.
  • Independent analytical judgment for complex problems.
  • Effective communication of financial information to management and staff.
  • Strong supervisory, leadership, and interpersonal skills.
  • Proficient with Microsoft Office and related software.
  • Ability to prioritize tasks and delegate appropriately.
  • Strong problem‑solving and decision‑making abilities.
Training and Experience
  • Combination of education and experience that provides the required knowledge.
  • Four (4) years of professional budgetary analysis experience in a public or governmental agency.
Special Requirements

Valid driver’s license.

Physical Requirements

Extended periods of sitting, frequent standing, and walking; normal dexterity; lift and move objects up to 25 pounds; corrected hearing and vision; use of office equipment; ability to operate a vehicle.
