Handle day-to-day functions of the department such as zoning classification requests, zoning variance and Special Use Permit requests, site plan review, annexation requests, subdivision/lot split requests, and other similar duties. Meet with walk-in clientele as necessary. This planning and zoning position provides the ideal candidate with opportunities for professional growth and promotional advancement within the department
No supervisory or budgetary responsibilities.
Job Scope
Principle Duties and Responsibilities
- Overseestheadministrationofzoningregulations,including review of building plans to ensure compliance with zoning codesorother related City codes.
- Directs the assistance of customers in completing applications for the zoning board of appeals requests, site plans and historic preservation Design Review Requests, and other related matters.
- Reviews subdivision plats, improvement plans, lot splits and site plans for conformance to City code and the Comprehensive Plan. Coordinate plan reviews with other City departments, contractors, engineers, and other stakeholders.
- Prepares reports,attends,andservesasstaffliaisonto the Zoning Board of Appeals, Planning Commission, Historic Preservation Commission and Economic Development & Annexation Committee meetings.
- Advises the Mayor, department heads, City Council and citizens on issues pertaining to land use, annexation, zoning, historic preservation, and other similar matters.
- Researches anddrafts reports, ordinances, grants and correspondencepertainingtoplanningand zoning issues.
Gathersandassemblesnecessarydatainsupportof City’svisionasoutlinedin the Comprehensive Plan and Economic Development Strategic Plan. - Perform son-siteinvestigationsofpropertiesastheyrelatetozoning,planningandproperty development.
- Provides assistance, responds to requests, and resolves complaints.
- Coordinates all required steps to annex property (e.g. confer with taxing bodies, potential developers, residents, etc.).
- Prepares correspondence to individual property owners, developers, and residents regarding building permits, zoning, variances, special use requests, annexations, etc. and initiate follow-up contacts.
- Assists in updating the City’s Zoning, Subdivision, Sign, and Business License Codes.
- Updates Database of Zoning Cases
- Coordinates the City’s Code Enforcement Officerasitrelatestotheinterpretationand enforcement of the Zoning Code.
- Worksinconjunctionwith City’sCode Enforcement Officertoinvestigatecitizen complaints and various ordinance violations and issues warning letters as needed.
- Maintains cooperative relationships with peer agencies and other governmental units to coordinatetheplanningandzoningfunctions.
Keepsabreastofprofessionaldevelopmentsinthe fields of planning and zoning and attends conferences, workshops, and seminars as appropriate. - Serves as City’s floodplain administrator.
- Performs other dutiesasrequired.
Education, Certification and Experience Required
A Bachelor’s degree in urban planning, geography, public administration, economic development, or a related field. Masters preferred
AICP preferred.
Five (5) years prior-related experience in land use planning or a related field with a preference for some urban design experience.
Knowledge of municipal and local government operations as they relate to the development and growth in local municipalities, and general understanding of municipal operations as a whole.
Must have previous experience with and understanding of zoning code administration and land use matters. Ability to effectively communicate and present ideas and concepts orally and in writing.
Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with builders, architects, planners, property owners, the public and professional contracts, and City officials.
