MWR Facilities Maintenance Safety Supervisor

Summary
. This position is located in Fleet and Family Readiness, Naval Air Weapons Station China Lake, CA under the direct supervision of the Fleet and Family Readiness Director. Responsible for the efficient maintenance of all recreation facilities. Serves as Safety Officer for the FFR Department. Monitors and promotes the FFR safety program. Complies with safety requirements established by Federal Regulations, Navy Regulations and applicable safety standards.

Duties

  • Oversee management of the FFR Facilities and Maintenance division including facility and maintenance repair, renovations, minor construction, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and repair and maintenance of equipment.
  • Repair, renovate, maintain, paint, replace, fix, clean, and inspect surfaces, structures, equipment, etc.; provide materials and equipment for general building and grounds maintenance.
  • Maintain areas around athletics field and park/picnic areas; monitor field lighting to ensure system works properly.
  • Represent FFR on various Command Safety committees and working groups; act as safety technical consultant and Safety/HAZMAT Coordinator for all FFR areas, maintaining accurate material safety data sheets.
  • Plan, schedule, and coordinate activities of subordinate employees; review work assignments and determine priorities; check work progress and finished work for compliance with procedures, methods, and deadlines; answer questions regarding procedures, policies, instructions; keep supervisor informed of status, delays and corrective action.
  • Supervise Maintenance Workers and Laborers; train, supervise, schedule, interview, hire, evaluate performance, and initiate disciplinary action; review work for timeliness and compliance with objectives and goals.

Requirements / Conditions of employment

  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications

  • Four‑year degree from an accredited college or university majoring in park/athletic field management, horticulture or closely related field, and / or a minimum of four years of experience demonstrating exceptional knowledge of ground and athletic field maintenance.
  • General knowledge of laws, regulations, standards and codes applicable to facilities, workplaces, machinery and equipment; ability to determine compliance and corrective actions.
  • Knowledge and proven skill in construction, design and renovation of athletic fields; knowledge of care and maintenance of artificial turf athletic fields.
  • Knowledge of grounds landscaping including design and layout of sprinkler systems, soils, fertilizers, irrigation, drainage and insect control.
  • Knowledge of Non‑Appropriated Fund inventory and procurement procedures.
  • Knowledge of rules and regulations of a variety of athletic sports and ability to lay out correct dimensions for various outdoor sports fields.
  • Experience operating a tractor with front‑load bucket, scrapper and forklift; current license required.
  • Ability to plan, assign, train and supervise; make independent judgments and sound decisions; maintain records and reports.
  • Knowledge of NAF & APF budget preparation and accounting systems and processes.
  • Effective oral and written communication; ability to follow verbal and written instructions.

Salary is dependent on experience and/or education. Executive Order 12564 requires a Federal workplace free of illegal drugs. The use of illegal drugs will not be tolerated and may result in removal from Federal Service. Some positions have special requirements and selection may be tentative pending completion of background check, medical screening, drug testing, etc. Attainment of this position requires successful National Agency Background Check and maintenance of privacy and ethical conduct.
