Location: Madera
Under general direction, plans, organizes, oversees, coordinates, and supervises the staff and operations of the building inspection and building permit functions in the Building and Fire Safety Division of the Community and Economic Development Department including the processing of building permit applications and responses to applicants, building inspections, and review of plans; provides assistance on difficult, technical, and specialized projects;
ensures all relevant codes, statutes and regulations are applied and enforced; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Deputy Director of Community and Economic Development-Building and Fire Safety in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Deputy Director of Community and Economic Development-Building and Fire Safety. Exercises supervision over technical staff.

* Plans, organizes, assigns, supervises, and reviews the work of staff supporting the building permit applications, plan check, field inspections, interpretation and application of building codes, and building safety functions and activities of the Community and Economic Development Department.
* Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
* Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
* Coordinates assigned services and operations with those of other divisions and outside agencies.
* Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
* Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
* Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
* Reviews building plans as needed; ensures specifications are correct, complete, and in compliance with established guidelines.
* Interprets, applies, and enforces the provisions of the Building Code of the State of California, as well as other applicable Federal and/or local entities; assesses and recommends solutions to complex problems, special applications, and code interpretation.
* Coordinates timely responses to applicant inquiries on permit application status and other requests for information.
* Inspects projects in the field.
* Analyzes, reviews, and prepares policies and procedures in order to clarify the application of the Building Code provisions.
* Acts as coordinator for new development.
* Oversees the maintenance and performance of applicable software used by staff, including the appropriate capture, reporting and maintenance of data; provides staff training as needed.
* Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
* Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
* Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
* Attends and participates in professional group meetings; stays abreast of new trends and innovations in building inspection, permitting, and/or plan check; research emerging products and enhancements and their applicability to County needs.
* Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
* Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
