Bishop Paiute Tribe is seeking a full-time Chief Operations Officer (COO) based in Bishop, California
. This senior executive role is responsible for accomplishing the Tribe’s strategic objectives by working closely with the Tribal Council, CEO, executive leadership, and department directors to plan, direct, monitor, and evaluate administrative and operational functions across the organization.

About the Bishop Paiute Tribe

The Bishop Paiute Tribe is a federally recognized sovereign nation located in Bishop, Inyo County, California, at the base of the Eastern Sierra Nevada Mountains. With more than 2,000 enrolled members, the Tribe is one of the largest Native American tribes in California and has occupied the Owens Valley region since time immemorial.

The Tribe is governed by an elected Tribal Council and is deeply committed to self‑determination, cultural preservation, environmental stewardship, and sustainable economic development. Tribal operations encompass government administration, health and human services, housing, education, environmental programs, and tribally owned enterprises, including Wanaaha Casino and related hospitality operations.

Position Summary

Accomplishes the Tribe’s strategic objectives by working with executive management and Council to plan, direct, monitor, and evaluate administrative and operational functions. Manages daily business operations of the Bishop Paiute Tribe, working closely with department heads and supervisors to support day‑to‑day activity.

Key Responsibilities
  • Assist with the development and implementation of strategic plans to maintain capacity to deliver services.
  • Assist with the implementation and communication of goals, objectives, policies, procedures, programming, and public relations in accordance with strategic plans and applicable laws.
  • Supervise assigned Directors/Managers and carry out supervisory responsibilities.
  • Increase staff effectiveness by recruiting, selecting, orienting, training, and disciplining employees; communicating values and objectives; developing performance management processes.
  • Contribute to organizational effectiveness by identifying short‑term and long‑range issues and goals; assisting with program modifications to maximize resource allocation.
  • Assist with review of activity and financial reports.
  • Assist with preparation of reports on status, activities, and plans for current and future operations.
  • Ensure fulfillment of contractual program obligations.
  • Provide executive and technical assistance to the CEO, Directors, and Tribal Council.
  • Serve as a member of the executive management team to navigate daily and operational challenges.
  • Work with all departments to conduct research and planning to determine community’s social and economic needs.
  • Collaborate with area businesses, civic organizations, educational institutions to develop or modify high‑quality programs and services that meet community needs.
  • Serve as liaison to tribal government administration, tribal business entities, advisory committees, and Tribal Council.
  • Complete performance evaluations of assigned managers to ensure compliance with policies and objectives.
  • Commit to continued professional development to acquire, hone, and maintain necessary skills.
  • Perform delegated authority as CEO when necessary.
  • Other duties as assigned.
  • Education & Experience
    • Bachelor’s degree in Business Administration, Public Administration, or related field (master’s preferred).
    • Five (5) years’ experience administering Indian programs required.
    • Ten years’ management experience required.
    • Experience in administration of large government‑funded programs required.
    • Valid driver’s license and insurability under the Tribe’s automobile insurance policy required.
    • Relevant combination of experience and education may satisfy education requirement.
    Other Requirements
    • Ability to work with diverse cultures, ethnic and socio‑economic backgrounds; basic knowledge of Native American communities and cultural sensitivity required.
    • Evening and/or weekend work may be required.
    • Travel required for training, meetings, conferences, presentations, and events.
    • Tight time constraints and multiple demands common.
    • Must comply with the Bishop Paiute Tribe’s policies and laws.
    • Experience using workflow/performance/project management software programs, AI desired.
    • Ability to work in fast‑paced, high‑pressure, tight‑deadline environment; handle multiple tasks and produce quality results.
    • Strong organizational skills.
    • Strong communications and interpersonal skills – high EQ.
