Performs Stormwater Management Post Construction Inspections requiring remediation and Illicit Discharge Detection activities as required by the Small Municipal Separate Storm Sewer System (MS4) Phase II Permit and other MDE requirements. Performs other duties as assigned.

The hiring salary for this position is $62,525 annually; full salary range for this position is $62,525 - $107,578 annually. Responsibilities
  • Conducts Post Construction inspections, prepares written reports and issues resident correspondence to document conditions and required actions for stormwater facilities installed under County grading permits;
  • Coordinates field inspections and follows up with property owners and contractors regarding the inspection findings;
  • Encourages and educates property owners on the requirements of proper maintenance of facilities for which they are responsible;
  • Investigates complaints and resolves problems concerning storm water management facility impacts and related flooding issues;
  • Under direction of and in concert with the program manager, performs inspections, by various means, on sites suspected or reported as having potential illicit discharges to the watershed;
  • Performs inspections of mowing and landscaping activities related to County properties, stormwater management facilities, and constructed wetlands to ensure they are maintained in accordance with the specifications;
  • Performs County-committed periodic inspections of; MD378 ponds, MDE permitted wetland creation and mitigation actions, stormwater restoration, and shoreline protection projects;
  • Performs/coordinates Illicit Discharges investigations and any necessary enforcement activities as well as developing annual reporting summaries
  • Coordinates/collects water samples for testing when necessary, in support of County Illicit Discharge Detection and Elimination Investigations;
  • Reviews third party inspection reports and progress on contracted inspections. Evaluates the performance of contractors performing inspections;
  • Acts as the compliance officer when and if a citation is required in order ensure correction of unacceptable site conditions;
  • Provides support as required for the Construction & Inspections Division related to field inspections of grading permits, right-of-way permits and public works agreements. As well as supervision of contractors in the performance of highway related storm activities and other emergencies;
  • Performs other duties as assigned.
  • Qualifications
  • Ability to gain thorough knowledge of St. Mary’s County Government policies and procedures;
  • Ability to effectively communicate with other staff and members of the public;
  • Ability to learn relevant inspection procedures, and knowledge of relevant local, State, and Federal planning and zoning ordinances, codes, regulations and/or laws;
  • Ability to disseminate the above information to contractors and others;
  • Ability to use available resources to research information;
  • Ability to prepare and maintain accurate records;
  • Ability to follow through with assigned tasks;
  • Ability to schedule, supervise, and train others.
  • Education and Certifications
  • Associate’s degree;
  • Or five years or more of related professional experience;
  • Or equivalent technical training, education, and/or experience.
  • Must obtain State of Maryland Erosion & Sediment Control Certification, within 6 months of hiring.
  • Physical and Environmental Conditions

    Work demands occasional strenuous effort. For example, handling of moderately heavy boxes, moderately heavy tools, equipment, or materials of 30 to 60 pounds.

    Work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which requires a range of safety and other precautions, e.g., aggressive human behavior, poor outdoor weather conditions, or similar situations where conditions cannot be controlled.
