Business Development and Capture Manager TSA, Inc., a division of JHNA, is seeking a Business Development Capture Manager to join our corporate team. JHNA is a digital engineering firm delivering advanced technical services to the DoD, with a focus on aviation communities. As an industry leader in Model-Based Systems Engineering (MBSE) and Modular Open Systems Architecture (MOSA), JHNA supports the modernization of defense systems across the enterprise.

TSA plays a critical role in this mission by providing specialized expertise in Technology Security and Foreign Disclosure (TSFD), program protection, cybersecurity, and Anti‑Tamper support. In this role you will be the key driver of TSA’s Navy growth – it’s not just a seat at the table, it’s the chance to lead the charge!

Roles & Responsibilities
  • Proactively scout, assess, and prioritize new and incremental business opportunities aligned with TSA’s core capabilities.
  • Work on programs that directly support secure tech transfer, AT, and mission protection for the warfighter.
  • Lead end‑to‑end capture efforts, including partner identification, pricing strategies, win‑theme development, and proposal coordination.
  • Develop trusted relationships with senior government clients to understand mission needs and influence acquisition strategies.
  • Serve as the primary point of contact with target program offices, shaping requirements and building long‑term partnerships.
  • Lead customer engagement strategy across the Navy portfolio to position our capabilities ahead of formal RFPs.
  • Conduct regular face‑to‑face meetings with clients, end‑users, and key decision‑makers to gather insights and position solutions.
  • Operate as a strategic advisor to customers, leveraging technical expertise to co‑develop concepts and shape roadmaps.
  • Collaborate on proposal development, ensuring compliance, differentiation, and alignment with customer needs.
  • Work closely with Contracts, Finance, HR, Recruiting, and Operations to ensure seamless pursuit and execution.
  • Stay current on industry trends, customer priorities, and technical landscapes to inform pursuit strategies.
  • Actively seek and apply feedback to improve capture outcomes and personal performance.
  • Operate as a trusted teammate to high‑performing technical and operational leads; contribute to a collaborative, low‑ego environment.
  • Assist in identifying and evaluating acquisition opportunities that align with business growth objectives.
Qualifications
  • Bachelor’s degree required.
  • Active Secret clearance (or higher) required.
  • Navy‑Focused Business Development Professional.
  • 10+ years of experience supporting DoD service components, with deep expertise across Navy SYSCOMs including NAVSEA, NAVAIR, NAVWAR, NAVFAC, NAVSUP, and CNMOC.
  • Strong understanding of MBSE, MOSA, platform cybersecurity, TSFD, and digital engineering disciplines (e.g., modeling & simulation, data analytics).
  • Familiarity with the Shipley Business Development Lifecycle, including opportunity qualification, capture strategy, and proposal development.
  • Proven success leading client engagements and driving capture efforts aligned with strategic growth goals.
  • Skilled in executive‑level communication, negotiation, conflict resolution, and collaboration with cross‑functional teams.
  • Strong background in strategic thinking, analytical problem‑solving, and persuasive presentation delivery.
  • Thorough knowledge of the DoD procurement process, including interpreting RFPs/RFQs, developing win themes, and shaping teaming strategies.
  • Experience selling engineering and IT solutions or other technical offerings to federal customers.
  • Proficient in Microsoft Office and CRM/contact management tools.
  • Excellent written and verbal communication skills.
Salary & Benefits

Pay range: $150,000 – $195,000. TSA is committed to pay transparency. Compensation determined by factors permitted by law.
