The Department of Psychiatry consists of clinical and research faculty, other academics, residents, fellows and many volunteer faculty with an annual combined budget of clinical and research over $32M. Under general direction of the Department Administrator (DA), the Finance Director is responsible for overseeing the department's financial operations and providing financial support across its academic affairs, research, medical education, and clinical programs.

The incumbent leads departmental budget development, financial reporting, forecasting, financial controls, and analysis, and supervises assigned financial staff. The position provides financial modeling, recommendations, and other analyses to support the DA and departmental leadership in planning, decision-making, and evaluation of new and existing programs. In addition, this individual works collaboratively with department leaders and administrative teams to support business planning, process improvement, problem solving, and the effective delivery of financial services across the department.

Responsibilities

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Prepares, administers, and manages control of budget / organization resources. Manages the activities of the financial / resource analyst staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies.

Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. Contributes financial analysis, modeling, and recommendations to inform departmental strategy, budget development, and operational decision-making led by the DA and faculty leadership.

Qualifications

Required:

  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
  • Ability to effectively communicate verbally and in writing.
  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Client services oriented; good listening, critical thinking, and analytical skills.
  • Ability to multi-task.
  • Knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Bachelor's degree in related area and / or equivalent experience / training
  • 4+ years of Experience with Bachelors Degree in Finance, Accounting, or Business/Healthcare administration or equivalent combination of education and experience.
  • 2+ years experience in managing division/departments in a complex matrix of comparable level of experience.
