the california children's residential program woodlands hills local unit is recruiting for a licensing program analyst (lpa). This position is located in woodland hills, ca.
under the supervision of a licensing program manager i (lpm i), the licensing program analyst (lpa) is responsible for a full range of licensing duties which may include: developing and implementing orientations/training programs, reviewing applications, recommending license approval/denial, performing on-site facility evaluations, investigating complaints in licensed and unlicensed facilities, recommending and preparing administrative actions to deny, revoke, and suspend facility licenses.
licensing program analysts (lpa) must possess a valid driver's license and be able to travel frequently (sometimes overnight). Lpas must have good verbal and written communication skills and be able to maintain composure in stressful situations. Lpas are subject to fingerprinting and a criminal record check by the department of justice and federal bureau of investigation.
the lpa will review and analyze special incident reports sent by providers to regional offices regarding the use of manual restraints and seclusions through senate bill (sb) 1043. Sb 1043 creates the accountability in children’s treatment act, which enacts provisions related to incidents of seclusion or restraints of children in short-term residential therapeutic programs (strtp) and requires the department to increase transparency of actions strtps take when restraining a child and inform its emergency intervention policies to improve health and safety outcomes of children in out-of-home care.
The lpa will review and prepare written summaries of incidents for publication and be part of the team that prepares and helps ensure the accuracy of the data published by the department as required in sb 1043.
lpas have regular contact with licensees, facility staff, children in care, their parents/responsible parties, and the public; may also meet with or conduct joint visits with fire marshals, long term care ombudsmen and other client advocates, local law enforcement and personnel from other agencies.
lpas determine facility compliance or noncompliance with statutory and administrative law, issue civil penalties, and may be the first to detect and recommend the need for administrative or misdemeanor prosecution. Failure to observe and cite deficiencies may result in health and safety hazards to clients resulting in neglect, abuse, injury or death, and potential liability to the department.
lpas are supervised by a licensing program manager i (lpm i). Lpas receive training and general instruction on licensing policy and division goals. Lpms closely supervise lpas at range a and b level and perform quality assurance evaluations frequently. As the level of expertise increases, the quality assurance evaluations are less frequent.

In-person attendance is required based on the operational needs of the position and in accordance with executive order n-22-25 the statewide hybrid telework policy, government code section 14200, and any applicable department telework requirements. The successful candidate must reside in california at the time of appointment. Proof of california residency may be required.
