Representative Duties
  • Provides day-to-day client service to Member LEAs, including assisting Member LEAs and employees with benefit, eligibility, coverages, options, due dates, timelines, claims, service accounts and other inquiries.
  • Assists the Health Benefits Manager as a liaison between Member LEAs, vendor partners, carrier representatives, brokers, consultants, and other administration.
  • Assists with the coordination of meetings, trainings, workshops, health fairs, webinars and presentations.
  • Assists in the administration of COBRA in compliance with federal regulations and coordination of payments received from members who elect to continue coverage.
  • Assists in the administration of voluntary retiree health benefit plans and collection of payments from retirees who elect to purchase coverage.
  • Verifies benefits, premiums, and other compliance documents.
  • Assists Member LEAs with new employee enrollment, and mid-year health benefit changes.
  • Assists in resolving eligibility issues, billing and other issues as required.
  • Escalates Member LEA matters that require involvement of the Health Benefits Manager, Controller, and Executive Director as appropriate.
  • Enhances website resources for Member LEAs and employees.
  • Attend in person LEA meetings, conferences, seminars, and trainings.
  • Assist with the preparation of RFP responses in coordination with CSEBO staff for review.
  • Make recommendations to improve procedures and the transmittal of information or to facilitate implementation or administration of policies and programs.
  • Train and supervise assigned office staff; assign, monitor, and review work to assure appropriate rules and procedures are followed and are within established guidelines.
  • Assist with the review and training of administrative guidelines and/or requirements with member LEAs.
  • Perform a variety of duties in the preparation of Board and committee agendas.
  • Perform related duties as assigned.

  • Health benefits, wellness programs and insurance products.
  • Interpersonal skills using tact, patience and courtesy.
  • Modern office practices, procedures and equipment.
  • Operation of computer equipment and related spreadsheet and word processing software.

  • Understand CSEBO health benefit programs and services.
  • Establish and maintain relationships with member districts.
  • Assure compliance with established CSEBO policies and procedures and governmental regulations.

Education and Experience

Two (2) years of experience in communicating and explaining health plan benefits to employees and/or clients. Two (2) year implementing health benefits and wellness programs. Two (2) year of experience in a position with a joint powers authority or a health benefits carrier or brokerage firm. Bachelor’s Degree preferred, or completion of coursework or training in business office procedures, employee benefits administration, or closely related fields.

Vision (which may be corrected) to read small print; hearing and speaking to communicate with others, ability to stand, stoop, reach and bend; mobility of arms to reach and dexterity of hands to grasp and manipulate small objects and operate office equipment; perform work which is primarily sedentary; perform lifting, pushing and/or pulling which does not exceed 25 pounds and is an infrequent aspect of the job;

to work at a computer terminal for prolonged periods
