*** What you’ll be doing
*** As Development and Statutory Process Lead, you’ll lead and develop a team (3 direct reports) to co-ordinate and link all statutory consenting activities associated with the £11bn RIIO-T3 Capital investment projects across the full SPT Programme including Strategic, Core & HVDC Projects.
The postholder is responsible for ensuring that all statutory consenting activities required for each project are clearly understood and identified through collaboration and co-ordination with Project, Land & Planning, Estates and Legal teams. A key focus is on ensuring all necessary documentation is collated and available from across all departments to meet site access timelines and enable the delivery of project outputs to the necessary standard of quality while maximising capital efficiency against allowance.
Strict adherence to the appropriate regulatory and License obligations is required.
Key responsibilities include:
* Leadership & Governance
** Provide strong leadership and direction of team through planning and consenting processes, including public consultation and statutory engagement ahead of critical path milestones.
* Demonstrate knowledge of land and planning processes in Scotland, including statutory powers and legal frameworks.
* Exhibit excellent communication and stakeholder engagement skills to influence outcomes and support project delivery.
* Lead the co-ordination and support of witnesses from across SPEN and external partners during hearings and enquiries
* Team & Resource Management
** Responsible for the effective team management of circa 3 direct staff including all performance management and other HR processes are followed. This will include all training and development requirements are identified and implemented.
* Lead the establishment of a dedicated statutory process team to support increasing demand and improve planning, reporting, and coordination.
* Maximise the value of team by effective leadership and professional development of staff.
* Review, assess, recommend and implement internal resourcing solutions, for existing and new skillsets such as technical writers and statutory process specialists, to reduce drafting iterations and improve documentation quality.
* Stakeholder Engagement & Influence
** Assess and articulate the public benefit arising from infrastructure projects, including the evaluation of alternatives using established policy and methodology.
* Lead collaboration across Project, Land & Planning, Estates and Legal teams and, when necessary, with government, regulators, and strategic partners.
