Business Analyst Subject Matter Expert

Huna Tek is seeking a highly motivated Business Analyst Subject Matter Expert (SME) to provide support to the Department of Homeland Security (DHS), United States Citizenship and Immigration Services (USCIS) component. This contingent position will provide expertise in requirements gathering, process mapping, and workflow optimization.

Essential Job Functions

The Business Analyst SME is responsible for translating complex technical concepts into actionable business solutions. Specific duties include:

  • Facilitate cross-functional collaboration across USCIS, DHS, and interagency partners (e.g., SSA, DOL, DOS) to align priorities and achieve integrated program outcomes.
  • Analyze and optimize business processes through data-driven strategies, process mapping, and workflow reengineering to improve operational efficiency and performance.
  • Gather, document, and validate business and functional requirements through user stories, use cases, and process flow diagrams to inform system design and IT solutions.
  • Conduct technology assessments and provide actionable recommendations for system enhancements and adoption of emerging technologies, including AI and automation.
  • Develop and implement Agile and Lean methodologies, including backlog management, sprint planning, retrospectives, and performance reporting to ensure iterative progress.
  • Establish and maintain governance frameworks, such as RACI charts, project charters, and performance metrics, to support oversight and decision-making.
  • Lead user engagement and readiness activities, including Agile coaching, training sessions, and user acceptance testing (UAT) with feedback loops for continuous improvement.
  • Support change management and operational readiness, developing phased deployment strategies, communication plans, and stakeholder engagement activities.
  • Develop strategic roadmaps and implementation plans integrating people, process, and technology to guide organizational transformation and modernization initiatives.
  • Perform business case, alternatives, and impact analyses to support leadership decisions on policy, process, and system changes.
  • Maintain comprehensive documentation and project artifacts (e.g., sprint plans, risk logs, and KPIs) to ensure transparency, accountability, and traceability.
  • Apply Agile metrics and data analytics to evaluate effectiveness, identify risks, and recommend process improvements based on measurable outcomes.
  • Facilitate cross-team meetings and workshops, ensuring clear communication, defined action items, and timely follow-up across stakeholder groups.
Skills and Qualifications Required
  • US Citizenship.
  • Ability to submit to and pass DHS background investigation as well as maintain compliance with DHS and USCIS security requirements.
  • Must be able to work independently.
  • Must be detail oriented and organized.
  • Demonstrated ability to lead cross-functional teams and manage competing priorities.
  • High level of proficiency of Microsoft Office 365 programs, including Excel and SharePoint.
  • Strong understanding of Agile methodologies, testing, and system development.
  • Ability to translate complex technical concepts into actionable business solutions.
  • Required:

    Bachelor’s degree in Business, Information Systems, or a related field.
  • Minimum of 8 years’ experience as a Business Analyst with at least 5 years supporting federal programs in areas such as process optimization, requirements analysis, and system integration.
  • Certifications:

    Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent preferred.
Skills and Qualifications Preferred
  • Direct experience supporting the DHS USCIS component.
