The Department of Municipal and Community Affairs (MACA), supports capable, accountable and self-directed community governments providing a safe, sustainable and healthy environment for community residents.

Reporting to the Regional Superintendent, North Slave, as the  Assistant Superintendent, North Slave , you support community governments through the regional delivery of departmental programs, with a primary focus on financial management, budget planning, governance, and administration. You will operate within Government of the Northwest Territories (GNWT) legislation, regulations, policies, departmental procedures, and generally accepted accounting standards.

You will lead and coordinate departmental activities that support community governments in strengthening their capacity to govern effectively and sustainably. This includes working with community governments to understand, respond to, and report on accountability requirements to both the GNWT and the residents they serve, while addressing current and future operational, financial, and governance challenges.

Working closely with the Regional Superintendent, departmental Directors, subject matter experts, external partners, and community governments, you must exercise significant responsibility, accountability, and professional judgment. You will require  the ability to operate effectively in complex, highly public and politically sensitive environments, while maintaining strong public relations and positive working relationships with community governments, GNWT departments, contractors, businesses, and the public.

You support the Regional Superintendent in promoting and delivering departmental initiatives, fostering a positive and productive regional team environment, and providing leadership to regional staff. In the absence of the Superintendent, you manage all regional programs and services and are expected to consistently model and promote the GNWT core competencies.

Key Responsibilities

Provide advice and support to Community Government Senior Administrative Officers and Councils on good governance and financial administration.

Lead regional assessment, evaluation, and reporting of community government operational, financial, and governance practices.

Lead the financial management functions of the Regional Office.

Administer and provide guidance on community-based financial programs.

Support the Regional Emergency Management Organization (REMO) and the Regional Emergency Operations Centre (REOC) in mitigation, preparedness, response, and recovery programming.

Knowledge & Skills

Comprehensive knowledge of financial management, including accounting, budgeting, payroll, benefits, assets, grants and contributions, internal controls, audits, and financial systems.

Knowledge of Generally Accepted Accounting Principles (GAAP);
Public Sector Accounting knowledge is an asset.

Understanding of GNWT financial legislation and the application of accounting principles to complex transactions.

Knowledge of community development, government operations, and community government administration.

Awareness of the social and political dynamics of northern and Indigenous communities.

Strong analytical skills with the ability to assess data and respond to changing needs and trends.

Ability to lead and work effectively with diverse teams in public and political environments.

Key Qualifications

Undergraduate degree in Commerce, Political Science, Public Policy, or a related field (accounting, finance, economics, management, or business/public administration), with three (3) years of professional experience related to finance, governance, or management responsibilities.

Possession of, or ability to obtain, a valid NWT Class 5 Driver's License.

Acceptable Equivalency

A diploma in a related field with five (5) years of professional experience related to finance, governance or management responsibilities.
