The primary purpose of this position is to direct, administer, and evaluate the State Child & Youth Services (CYS) program for the Minnesota National Guard. This role serves as the senior subject matter expert for youth programs, ensuring military families receive high‑quality support, developmental resources, and community integration. The position is responsible for strategic planning, program advocacy, budget execution, compliance with National Guard Bureau (NGB) directives, and overseeing program staff.
The CYS-PM works for the State Family Program Director (SFPD) to ensure youth services being provided support the needs of the military population(s) being served and align with established national metrics of performance. This position is funded federally through a Master Cooperative Agreement (MCA) with the National Guard Bureau (NGB) and employment is subject to the continuous availability of federal funding.
Must possess a Bachelor’s degree in Youth Development, Public Administration, Human Services, or a closely related field
AND
Must have four (4) years of advanced professional experience directing youth development programs, managing budgets, and administering public contracts

A Master’s degree may substitute for 18 months of experience; a bachelor’s degree may substitute for 1 year of experience.)
- Demonstrated experience exercising direct supervision or team leadership over professional staff.
- Working knowledge of the Microsoft Office suite, social media platforms, design software/websites, AI, PowerBI, and data analytics platforms.
- Ability to work in the vicinity of youth, vulnerable adults, and pass both state and federal background checks
- Ability to support program and position requirements, which may include occasional travel both within the state and nationally, as well as some evenings and weekends.
- Must possess a valid Minnesota driver license. This is a basic driver’s license.
- Master’s degree in public administration, Youth Development, Social Work, or a related field.
- Five (5) or more years of experience managing youth support frameworks directly within a military or National Guard environment.
- Experience and Knowledge of the Military.
This position is primarily administrative. Must be able to move files of up to 75lbs. Must be able to operate a motor vehicle to travel to sites as needed.
