The Assistant Manager contributes to the delivery of secure, scalable, and resilient technology capabilities across the City of Port Moody by providing enterprise and solution level architectural leadership and subject-matter expertise in support of digital transformation initiatives. Working collaboratively with business and technology leaders across the City, this role assists in assessing existing systems and identifying capability and risk considerations to inform future-state architectures aligned with operational priorities, Digital Strategy, and other longer-term strategic objectives.
The Assistant Manager supports the Manager, Information Services by shaping and advancing the City’s enterprise architecture direction in alignment with the Digital Strategy and longer-term transformation objectives. This role contributes to the development of multi-year technology roadmaps, architecture standards, reference models, and guiding principles that enable coherent, well-governed digital change across the organization.
The Assistant Manager promotes consistent approaches to how platforms, systems, infrastructure, and data are modernized, integrated, and secured, with a focus on interoperability, cybersecurity, and regulatory requirements. Working closely with delivery teams across the City, the role provides architectural guidance and advisory input for complex initiatives and digital programs, reviewing solution designs and integration approaches to ensure they support evolving business needs, transformation outcomes, and implementation realities.
This role plays a key part in enabling reliable, secure, and citizen-facing digital services that support municipal operations and advance the City’s digital transformation and community outcomes.
Responsibilities:
Help shape and guide the evolution of the City's technology and enterprise capabilities to deliver on the Digital Strategy and other strategic plans, ensuring technology investments are secure, scalable, interoperable, and aligned with corporate priorities.
Contribute to corporate decision-making and long-term planning by providing strategic advice and recommendations to senior leadership on technology investments, digital transformation opportunities, organizational priorities, and emerging risks.
Participate in high level and sensitive corporate planning discussions involving strategic initiatives, organizational changes, service delivery models, and technology-enabled business transformation.
Lead and coordinate the implementation of Digital Strategy and other strategic plans’ initiatives across the organization, ensuring alignment with approved priorities, timelines, resources, and desired business outcomes.
Develop business cases, recommendations, and implementation strategies for technology initiatives and presents solutions to senior leadership, committees, and Council, as required.
Support the translation of the Digital Strategy and other strategic plans into architecture roadmaps, reference architectures, and technical standards that inform and support consistent technology decision-making across departments.
Provide project coordination, planning, tracking, reporting, and delivery support for technology and digital transformation initiatives, working in partnership with the Manager, Information Services and project resources to monitor progress, manage risks, resolve issues, and support successful delivery outcomes.
Facilitate cross-departmental collaboration, stakeholder engagement, and organizational alignment to support the planning, implementation, and adoption of digital initiatives.
Lead and contributes to the development, review, and implementation of corporate technology, cybersecurity, data governance, digital services, and related policies, standards, and procedures.
Contribute to the development, maintenance, and application of technology policies, architectural standards, and design principles that support digital modernization across application, data, integration, infrastructure (on-premises and cloud), and cybersecurity domains.
Contribute to the development and maintenance of governance frameworks, training programs, and knowledge management practices that support consistent technology adoption, operational excellence, and organizational learning.
Provide architectural analysis of current systems, platforms, and integrations to identify capability gaps, scalability constraints, and risks, informing future-state architectures that support digital transformation objectives.
Contribute to the modernization of technology infrastructure, cloud adoption initiatives, and digital service delivery capabilities to improve organizational effectiveness, resilience, and customer experience.
