Description

The Manager of Oversight and Compliance provides field level operational oversight for all grants, services, and programs delivered through the Mass Hire Career Center System.

A core responsibility is ensuring state and federal regulatory and policy compliance, identifying risks, providing technical assistance, identifying best practices, and strengthening operational consistency across MDCS central office and local areas.

This role is responsible for ensuring compliance across all workforce programs, services, and initiatives, and for strengthening oversight practices through consistent, data ‑ informed decision ‑ making. The Compliance and Oversight Manager uses program, fiscal, and performance data as well as independent observations to critically assess monitoring needs, identify emerging risks, and proactively guide corrective actions. By applying analytical judgment and structured evaluation methods, the manager ensures that monitoring activities are targeted, efficient, compliance with applicable laws, and aligned with statewide priorities.

This includes developing and maintaining processes that support data ‑ driven monitoring, interpreting trends to anticipate compliance vulnerabilities, and collaborating with partners to ensure continuous improvement across the Mass Hire system.

The Manager of Compliance and Oversight is responsible for protecting the integrity of MDCS programs, ensuring regulatory compliance, and driving data ‑ informed operational excellence across the Mass Hire system at the state and local level. The role blends risk management, performance oversight, audit management, and technical compliance to ensure statewide consistency and accountability.

• Risk management — Identify, assess, and monitor operational risks across all Mass Hire Career Center programs; ensure mitigation strategies are in place and functioning.
• Compliance — Establish, maintain, and continuously refine internal controls to ensure program integrity, fiscal accuracy, and regulatory compliance.
• Data ‑ driven oversight — Use performance data, financial data, PIRL reporting, monitoring results, and operational metrics in conjunction with USDOL best practices to inform policy, technical assistance, and continuous improvement.
• KPI development — Lead development of key performance indicators to track compliance, operational effectiveness, and local area performance.

• Regulatory compliance — Ensures adherence to federal, state, and departmental rules across all workforce programs.
• Monitoring reviews — Manages and assists staff conducting desk audits, on ‑ site monitoring, and documentation checks to verify compliance.
• Corrective action management — Issues, tracks, and supports resolution of corrective action plans.
• Policy interpretation — Translates federal and state guidance into clear operational expectations for local areas and works with MDCS leadership to ensure uniform distribution of guidance.
• Documentation standards
  — Ensures accurate case notes, required service elements, and compliance documentation.
• Risk identification — Flags compliance risks, systemic issues, and potential audit concerns.
• Reporting — Prepares compliance summaries, monitoring reports, and audit ‑ related documentation.
• Training and technical assistance — Provides guidance and training on compliance requirements, monitoring findings, and documentation expectations.
