Department of Social Supports and Well-Being
The Clinical Program Supervisor (CPS) is an integral leadership role within the Social Supports and Well-Being (SSWB) program areas and is suited to employees with strong organizational knowledge, clinical expertise, and experience working in complex service environments. The CPS provides leadership for programs delivered under the Children Youth and Families Act, Adoptions Act, Young Persons Offences Act, and the Youth Criminal Justice Act.
This role includes clinical supervision of social workers, social worker assistants, community service workers, and administrative staff; oversight of SSWB service delivery; and leadership in case planning. The CPS works closely with Prevention Services, Innu Round Table Secretariat (IRTS) and must ensure all services align with the Innu-CSSD Protocol, including culturally grounded practice, legislated information-sharing requirements, and the required engagement of Innu (Indigenous) Representatives throughout service delivery.
The position further requires the CPS to approve service requests within delegated authority, interpret legislation, policy, and clinical standards, and support staff in managing complex cases. Responsibilities also include workload oversight, communication with zonal, regional, and provincial partners, coordination with IRTS and community service providers, participation in court proceedings, and effective management of program budgets and staff expenditures. The role demands strong clinical judgment, leadership, adaptability, and commitment to continuous professional development.

Screening Criteria
1. Completion of a Bachelor of Social Work degree
2. Extensive experience in the clinical delivery of child welfare services
3. Supervisory experience, particularly in the field of child welfare (asset)
4. Experience working in an Indigenous community (asset)
5. Completion of a Master of Social Work degree (asset)
Assessment Criteria
1. Knowledge of clinical child welfare social work practices and standards
2. Knowledge of SSWB programs and services and community supports
3. Knowledge of SSWB and Federal legislation relating to children and families
4. Ability to supervise and lead staff
5. Ability to effectively exchange information
7. Ability to manage high stress situations, including prioritization and conflict management
8. Commitment to service delivery excellence
9. Relationship building
10. Cultural humility and responsiveness
