Child Welfare Liaison Worker

to support our groundbreaking Child Protection program

Big Island Lake Cree Nation (BILCN) is strongly committed to building a comprehensive Prevention and Protection program to keep BILCN children and youth connected to their families, community and culture. We are currently looking to hire a community-based Child Welfare Liaison Worker that supports BILCN’s Child and Family Prevention and Protection programs by acting as a liaison between families, leadership, services and funding systems.

This role plays a key role in building trust within the community and focuses on strengthening families, enhancing child safety, and reducing the need for child protection interventions through culturally grounded, prevention-focused approaches.

• Act as a liaison between families and BILCN Prevention and Protection programs, Saskatchewan Ministry of Social Services, Indigenous Services Canada programs and funding.
• Using knowledge of MSS policies and procedures, interpret and clearly explain child welfare processes, policies, and procedures.
• Provide education on BILCN and MSS child protection roles and responsibilities; family rights and responsibilities; available services, supports, and funding and assist families with accessing these supports.
• Support BILCN and MSS Protection staff with service delivery.
• Attend and support the intake and assessment of child protection matters involving on-Nation families.
• Support MSS Protection Workers with child welfare investigations and ensure BILCN legal alignment during investigations.
• Support First Nations representative with court planning and other supports as needed.
• Provide case-related practical supports to children and families to reduce barriers to service access (e.g. transportation coordination, appointment support).
• Support the coordination of wraparound services for children and families through collaborative planning, resource integration, and partnership with service providers to address identified needs and promote well-being.
• Observe and identify emerging trends and issues impacting children and family well-being and support early identification of risk factors.
• Recommend prevention initiatives aligned with MSS and ISC program objectives and participate in development of strategies that help parents manage challenges while ensuring child safety.
• Participate in team meetings, case planning meetings, case conferences, and community planning sessions.
• Other related support as needed by the Director, Protection.

The successful candidate must be able to work independently and as a team player who can build trusting and lasting relationships. Other required knowledge and capabilities include:

• Knowledge of Saskatchewan child protection legislation and Ministry of Social Services policies;
• Knowledge of Indigenous Services Canada Child and Family Services Program, including prevention funding approaches;
• Understanding of intergenerational trauma and its impacts;
• Understanding of Indigenous cultural values, traditions, and community structures;
• Awareness of community resources, programs, and BILCN service systems and agencies;
• Strong interpersonal and relationship building skills;
• Clear and respectful verbal and written communication skills;
• Critical thinking and problem-solving abilities;
• Cultural humility and respect.

Typically, the knowledge and capabilities required to be successful in this role is achieved through the following:

• Bachelor of Social Work undergraduate degree (BSW) or Bachelor of Indigenous Social Work undergraduate degree (BISW), and
• A minimum of 2 years’ relevant experience, with community-based protection experience considered an asset; OR
• An equivalent combination of education, training and relevant experience.
