Overview As per Compensation Policy, wage differential may be applicable based on management employees whose base salary is less than 5% more than the top step of their highest classified bargaining unit subordinate’s pay scale. Responsibilities The primary purpose of the Chief Pilot is to perform responsible supervisory work in the supervision of all aircrew to provide a variety of safe, efficient, and effective air services on a required basis to meet the needs of Government, with priorities directed to Air Ambulance services and Aerial Fire Suppression. Specifically, the role is responsible for conducting ground and flight training and performing initial and recurrency flight testing on pilots;
ensuring proper training and currency of pilots including certifying training records and maintaining proper documentation; managing the budget for pilots initial and recurrent training; involved with the hiring of pilot staff including screening and interviews as well as discipline and grievance issues; involved in contract negotiations and development of proposals for aircraft fleet replacement/budgets; managing activities of flight crew members in cooperation with Flight Operations;
maintaining the effectiveness of Air Services with safe and motivated crews; developing and amending Standard Operating Procedures, Minimum Equipment Manuals for each type of aircraft operated by Air Services as well as the Company Operations Manuals with changing Canadian Aviation Regulations (CARS); crew scheduling to ensure work will be equally distributed and allowable flight and duty time will not be exceeded;
ensuring the operational suitability of aerodromes and routes served by Government Air Services; liaises with Transport Canada Air Regulations Section, the Provincial Directors of Forest resources and other related Government entities; in the Chief Pilot’s absence, identify and delegate all responsibilities for operations duties to another individual qualified in accordance with CARS; other related duties as assigned by the Director of Air Services.
Screening Criteria Minimum 5000 hours total time, 3000 hours Pilot in Command, 1500 hours on an aircraft of similar type or category as operated by Government Air Services and 250 hours shall be as Pilot in Command within the preceding three (3) years on the same category and class of aircraft being operated.
Experience with developing aviation standard operating procedures as per Transport Canada’s regulations.
Supervisory or management experience with an air service whose flight operations are similar in size and scope under sections 702 and 703 of the Canadian Aviation Regulations (CARS).
Valid Airline Transport Pilot License for fixed wing aircraft.
Valid Instrument Rating (Group
1).
Valid Category 1 Medical.
Current restricted Radio Telephone Operator Certificate.
Assessment Criteria Knowledge of Canadian Air Regulations (CARS) 702 and 703.
Knowledge of Air Services Operations and Related Aircrafts. (King Air 350 and Bombardier CL-415)
Knowledge of NAPE Air Services Collective Agreement. (asset)

Conditions of Employment Conditions of Offer The successful applicant will be required to successfully demonstrate knowledge to Transport Canada with respect to the content of the Company Operations Manual, Standard Operating Procedures, Company Check Pilot Manual and provisions of the Regulations and Standards necessary to carry out the duties and responsibilities of the position.
A review of the Chief Pilot’s personnel record in relation to aviation which shall not include (i) any conviction under subsection 7.3(I) of the Aeronautics Act or (ii) two or more conditions, occurring during separate unrelated events, under the Canadian Aviation Regulation.
A satisfactory Certificate of Conduct from the RCMP or local police authority.
Ability to pass Canadian and U.S. Transport Agency Security Screening.
A Valid Canadian Passport.
Conditions of Acceptance The successful applicant must obtain Pilot Proficiency Check (PPC) on the CL-415 or King Air 350 within the probationary period.
The Chief Pilot must be available to aircrews at all times to meet the needs and safety concerns.
Extensive travel for meetings, training, representation on committees, delivery, and acceptance of aircraft, etc. is required.
