General Statement of Duties
This is a responsible, professional, and managerial position. An employee in this classification performs professional work of an engineering nature in assisting in the operation of the City of Canton Water Reclamation Facility (WRF). The Facilities Engineer reports directly to the WRF Superintendent.
Description of Work- Assist the WRF Superintendent in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the WRF.
- Plan, design, and construct departmental projects including preparation of preliminary engineering reports, detailed construction plans, specifications, construction management, etc.
- Direct and manage projects such as plant process control and optimization, energy use optimization, asset management, preventative maintenance, and budgeting.
- Establish criteria for design and construction, coordinate projects with other city departments and public and private agencies.
- Schedule and supervise departmental construction projects, review project plans, construction specifications, materials testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc.
- Assist the WRF Superintendent in establishing departmental goals, objectives, long‑range planning, project prioritization, capital improvement planning, etc.
- Represent the WRF before City Council, City Administration, employee organizations, professional organizations, the press, and civic groups.
- Participate in training WRF employees, attend and participate in meetings concerning departmental issues.
- Thorough knowledge of engineering principles and practices related to the preparation of plans and specifications for a wide variety of public systems.
- Knowledge of construction materials and approved standards of safety as related to designs.
- Ability to instruct subordinate personnel in proper work methods and standards.
- Skill in the use of engineering and surveying instruments and equipment.
- Ability to prepare technical administrative reports.
- Ability to effectively utilize computer software including PowerPoint, spreadsheets, graphing, drawing, modeling, AutoCAD, SCADA, and GIS.
- Ability to analyze problems, troubleshoot, and develop workable solutions.
- Ability to present ideas effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with elected officials, department heads, city employees, other agencies, and the general public.
- Graduation from an accredited college or university with a Bachelor’s degree in sanitary engineering, civil engineering, environmental engineering, mechanical engineering or a related field and extensive professional engineering experience; or an equivalent combination of education, experience and/or training.
- Prior experience with wastewater collection and/or treatment facilities work is a plus.
- Possession of a wastewater operator certificate is a plus.
- Current registration as a Professional Engineer with the State of Ohio Board of registration for professional Engineers and Surveyors.
- A minimum of one year at the advanced professional level in engineering work is required.
- Maintains Professional Engineer certification in good standing.
