Position: Town and Regional Planner (Production Level): Spatial Planning, Ref No. EADP 02/2026

Job Purpose

The Department of Environmental Affairs and Development Planning, Western Cape Government has an employment opportunity for a suitably qualified and competent Town and Regional Planner to support the Director Spatial Planning in promoting and ensuring the provision of spatial planning services in support of spatial transformation towards spatial justice, sustainability and resilience in the Province.

Minimum Requirements

An appropriate B-Degree in Urban/Town/City and Regional Planning or relevant qualification; A minimum of 3 years post qualification experience in town and regional planning or spatial planning and land use management or development planning;
Compulsory registration with SACPLAN as a Professional Town and Regional Planner on appointment (Persons not yet registered must provide proof that they submitted their application for registration); A valid code B (or higher) driving licence.

Key Performance Areas

Provision of spatial planning advisory and support services to municipal planning, including support to Municipal Spatial Development Frameworks, Capital Expenditure Frameworks, and alignment with sector plans. Provision of spatial planning advisory and support services to provincial and regional planning, including contribution to regional planning frameworks, sector planning alignment and WCSDF-related processes. Support to the Chief Directorate in executing its functional mandate, including participation in transversal structures, intergovernmental forums, and planning, budgeting and oversight processes.

Innovation and leadership initiatives, including contribution to the development of practice notes, guidelines, support tools, and project-based spatial planning initiatives.

Competencies

Knowledge of the following: Spatial planning and/or land use management legal and/or operational compliance;
Spatial planning and/or land use management systems, principles, processes and best practices;
Proficiency in GIS recommended;
Proficiency in computer-aided applications related to spatial planning recommended;

Remuneration

Grade A: R761 157 - R816 852 per annum;
Grade B: R866 304 - R924 198 per annum;
Grade C: R976 019 - R per annum (OSD as prescribed)

Note on remuneration:
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment.
