Job summaryJoin Ofgem’s Delivery and Schemes division and play a key role in delivering environmental and social programmes that support the UK’s transition to a greener, more sustainable energy future. Working within the Delivery Hub, you will be part of a high-performing, multidisciplinary team responsible for driving strategic change, process improvements and digital solutions across a range of energy and environmental schemes.
As a Business Analyst, you will work in an agile environment, collaborating with internal stakeholders, policy and operational teams, technical specialists and third‑party delivery partners to deliver complex regulatory and business change. You will engage with stakeholders to understand business challenges, identify opportunities for improvement and translate requirements into clear, actionable user stories, process maps, wireframes and other project artefacts. You will support users throughout the change journey, helping to ensure that new processes and solutions are successfully adopted and deliver measurable benefits.
We are looking for inquisitive, solutions‑focused individuals who enjoy challenging assumptions, uncovering root causes and finding practical ways to improve services and outcomes. You will have strong stakeholder management skills, experience working within agile multidisciplinary teams and a solid understanding of the software development lifecycle. You will be comfortable managing multiple priorities in a fast‑paced environment, using analytical and problem‑solving skills to drive progress and deliver results.
You will also contribute to requirements gathering, process improvement, benefits realisation, user acceptance testing and quality assurance activities, ensuring that all deliverables align with Government Digital Service (GDS) standards and public sector requirements. Please note, this role is being recruited to in Ofgem. During 2027, it is expected that this role will move department as part of the Warm Homes Plan. The home department or organisation will be confirmed during 2026. The move between departments will be managed via the Cabinet Office Statement of Practice (COSoP) for staff transfers in the public sector or TUPE legislation where applicable.
Key Responsibilities- Business engagement, change management, process improvement, requirements engineering and benefits realisation.
- Support the process of taking business users through a structured engagement process to deliver their required changes.
- Identify and analyse problems and issues that may affect the successful adoption of change initiatives.
- Apply proven communication, analytical, and problem‑solving skills responsible for ensuring that the team’s plans and objectives are achieved.
- Analyse business requirements and user needs to agree user stories and technical specifications and plans, drawing on input from specialist colleagues within the programme.
- Profile projections of volumes of users and transactions for each change and for the pipeline of work as a whole.
- Work in an agile way and to do so closely with colleagues and the agile team.
- Encourage teamwork and communication, especially between Business Analysts, Subject Matter Experts and IT colleagues.
- Existing business processes and stakeholder needs are fully assessed to determine feasibility of new supporting processes/IT.
