Position: BUSINESS ANALYST

This is an exciting opportunity to join the Strategy, Partnerships & Joint Commissioning Team within Adults, Housing & Communities. The team plays a key role in supporting service improvement, transformation programmes, and evidence-based decision-making across the Council.

We are looking for a motivated and analytical professional who is committed to driving continuous improvement and supporting the delivery of high-quality services for residents across Cardiff.

This post is subject to ongoing funding arrangements and will be reviewed on an annual basis.

About the job

The Business Analyst will support the improvement and transformation of Council services by delivering high-quality business analysis across a range of projects.

The role focuses on analysing data, processes, and customer experience to identify opportunities for improvement, supporting service redesign, and contributing to the successful delivery of transformation initiatives.

The role will involve:

  • Undertaking business analysis activities within service improvement and transformation projects
  • Analysing current processes, performance, and data to identify opportunities for improvement
  • Developing and documenting “As Is” and “To Be” process maps
  • Gathering, analysing, and documenting business and service user requirements
  • Participating in workshops and stakeholder engagement sessions
  • Conducting cost-benefit analysis and supporting business case development
  • Undertaking impact assessments relating to proposed changes (people, process, organisational)
  • Producing clear reports, documentation, and recommendations to support decision-making
  • Supporting Project Managers in planning and delivering project objectives
  • Promoting continuous improvement and best practice in business analysis

    Contributing to a safe working environment and adhering to safeguarding, equality, and health & safety policies

This role requires strong analytical capability, excellent communication skills, and the ability to work collaboratively across services to deliver meaningful change.

What We Are Looking For From You

The successful candidate will bring experience of analysing business processes and identifying improvements, alongside strong capability in data analysis, reporting, and presenting insights to support decision-making.

You will have experience of stakeholder engagement and collaborative working, with the ability to build effective relationships across services, and be confident using Microsoft tools including Word, Excel, and Power BI.

You will demonstrate strong analytical and problem-solving skills, with the ability to map, analyse, and redesign processes, and produce clear, high‑quality reports and documentation.

You will be organised and able to manage competing priorities to meet deadlines, with well‑developed communication skills to engage both technical and non‑technical audiences.

In addition, you will be proactive and self‑motivated, able to adapt to change, and committed to continuous improvement, equality, diversity, and collaborative ways of working.

Additional information

This post is temporary until 31/03/2027 and subject to annual funding arrangements.

You will be required to work across multiple locations in line with service requirements.

Internal candidates who wish to apply for this position on a secondment basis must obtain approval prior to application using Form SEC1 (4.C.081).

Requests may only be approved by the relevant Director/ Assistant Director/Chief Officer or senior nominated officer graded no lower than OM2 or in the case of schools based staff the Headteacher / Governing Body.
