Compliance & Training Officer

Cardiff is a vibrant and growing city, and our Frontline Services are expanding to meet increasing demand. We are looking for highly motivated and experienced individuals to join our Compliance & Training Team.

This is an exciting opportunity to make a real difference by promoting a positive health and safety culture, supporting operational compliance, and delivering high-quality, tailored training to frontline employees across Cardiff Council's Frontline Services. You will play a key role in ensuring our workforce has the knowledge, skills, and confidence needed to work safely, effectively, and in line with regulatory requirements.

As a Training & Compliance Officer, you will play a key role in supporting the Projects & Compliance Team to promote a culture of safety, compliance, and continuous improvement across Frontline Services.

You will plan, develop, and deliver high-quality training programmes, including classroom-based learning, in-vehicle instruction, and driver assessments for car, van, and HGV drivers. Working collaboratively with a range of service areas, you will tailor training solutions to meet operational requirements while supporting drivers to maintain compliance with relevant legislation and Council policies. This includes monitoring and advising on tachograph compliance, drivers' hours, Working Time Regulations, and driving licence checks.

The successful candidate will be able to identify Health & Safety and transport compliance issues and provide practical, effective solutions across a diverse range of operational environments.

We are seeking an experienced trainer who can deliver training to the standard of a Driver CPC Trainer and who has a minimum of three years' practical HGV driving experience. You will possess a strong working knowledge of driver-related legislation and best practice, along with excellent communication and presentation skills. A minimum Level 3 Award in Education and Training (AET), or an equivalent teaching qualification, is essential.

You will be an effective communicator, capable of building positive working relationships and engaging confidently with colleagues at all levels. Strong verbal and written communication skills are essential, as is the ability to analyse issues, identify solutions, and provide advice on a wide range of Health & Safety and transport-related matters.

The role requires a proactive and flexible individual who can work collaboratively as part of a team while also using their own initiative. You will contribute to the development and continuous improvement of training materials, lesson plans, and learning resources, and be comfortable researching and delivering training on new and evolving subjects.

You will support a variety of projects aimed at improving compliance, safety, and service delivery across Frontline Services. The successful candidate will be highly organised, possess strong interpersonal skills, and have experience maintaining accurate records and documentation.
