Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day per week.

Job Summary

Could you play a leading role in shaping how Britain’s energy system is overseen, influencing the regulatory frameworks that guide the National Energy System Operator (NESO) and deliver security, stability and confidence across the sector? Ofgem is looking for a Senior Policy Manager to support the oversight of the National Energy System Operator at a critical moment for the energy system.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.

We’re offering a full-time, permanent opportunity to sit at the heart of how the electricity system is governed and operated. You will have the chance to influence how NESO is held to account, supporting effective decision-making and ensuring outcomes that serve consumers, markets and the wider public interest.

You’ll help shape regulatory direction in an evolving and increasingly interconnected system, contributing insight that supports how NESO operates within the framework set by Ofgem. As pressures around affordability, security and system performance continue to grow, your work will help ensure regulatory approaches remain robust, proportionate and forward‑looking.

We’re looking for someone with strong policy or regulatory experience and an understanding of electricity system operation, energy markets or energy regulation. You’ll be comfortable working with complexity and ambiguity, bring sound judgement and the confidence to analyse complex issues, forming clear, evidence‑based judgements and translating them into recommendations.

You’ll also bring strong communication and relationship‑building skills, with the confidence to work collaboratively across teams and with external partners. Able to manage competing priorities and maintain quality at pace, you’ll thrive in an environment where influence, clarity and credibility matter.

Person Specification
  • Experience or understanding of the role of NESO, electricity system operation, balancing services, energy regulation, or energy markets, with a track record of delivering benefits for consumers, communities or society. (

  • Experience identifying, analysing and articulating complex problems, and developing solutions and well‑reasoned recommendations for senior decision‑makers. (LEAD)
  • Excellent written and verbal communication, with the ability to build constructive relationships and engage transparently with internal and external stakeholders.
  • Proven ability to manage projects or work streams in a fast‑paced environment, maintaining high‑quality outputs and adapting effectively to change.
  • Experience of people management, either directly or in a matrix working environment.
