Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. This role follows our hybrid working model, requiring 20% of your time in the office, typically 1 day per week.

Job summary

As the energy system transforms at pace, the health and resilience of electricity and gas networks have never been more important. Ofgem is looking for a Head of Policy – Asset Health Standards to help shape how energy networks are regulated, ensuring they remain safe, resilient and well-managed, while supporting the delivery of Clean Power 2030 and Net Zero 2050.

We’re offering a permanent opportunity to lead the development of our approach to asset management standards across electricity and gas networks. This role sits at the centre of how we regulate electricity and gas networks during a period of unprecedented investment. You’ll lead the development of our approach to asset management standards and provide expert policy leadership on how asset management principles are applied in regulation.

Working closely with specialist colleagues across policy, engineering, risk, climate and resilience, you’ll help shape how asset health and asset risk are monitored, strengthening regulatory assurance and supporting a proportionate, outcomes-focused approach to compliance. You’ll operate as a focal point for asset health standards within a multidisciplinary environment, guiding work across teams and supporting effective delivery through clear direction, collaboration and strong project management.

We’re looking for a high-calibre individual with experience in infrastructure environments, ideally within the energy sector, with a strong understanding of asset management or asset resilience. You’ll bring the ability to drive forward policy development in complex settings, apply sound judgement, and work confidently across organisational boundaries. Experience working with or within energy network companies would be particularly relevant.

Person specification
  • Established expertise in energy network asset risk and/or asset management, in either gas or electricity. (LEAD)
  • Strong policy development and writing skills, with the ability to drive forward policy formation, consultation, decision-making and implementation. (LEAD)
  • Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely.
  • Ability to build effective working relationships and influence a wide range of stakeholders, including in challenging relationships.
  • Experience of developing and implementing robust regulatory monitoring and compliance frameworks and processes.
