Financial Manager
We are looking for an experienced finance professional to join HEIW's finance team as Head of Financial Resources. The role will support the Deputy Director of Finance in drafting the Finance plan for the Integrated Medium Term Plan and developing and managing the Resource plan for this ambitious and dynamic national organisation.
The Head of Financial Resources will be a key senior post within the Finance team and will take the lead in providing financial management support to the Finance Business Partners in the management and delivery of HEIW's Financial Plan.
The post holder will also have opportunities to contribute to a range of national development projects in support of HEIW's strategic aims, that will involve senior level engagement across the Organisation.
Main duties of the jobThe post holder will provide advice on financial performance, accounting standards and financial controls within the area of responsibility. This may involve communicating sensitive, complex or contentious information to both finance and non-finance staff.
Full line management responsibility for direct reports is also included within the role, including management of sickness absence, performance appraisal, recruitment and staff development.
Providing highly complex and sensitive information to the Executive Team and HEIW Board, including the Director of Finance.

The ability to speak Welsh is desirable for this post;
Welsh and/or English speakers are equally welcome to apply
- CCAB qualified with significant experience at a senior level
- Master level qualification in the relevant field or equivalent experience, skills and knowledge
- Evidence of CPD within last 2 years in a large and complex organisation
- Understanding of NHS Wales structure and funding mechanisms
- Understanding of Welsh Governance and NHS organisation's standards of governance, policies, strategies and plans
- In depth knowledge of finance, planning and performance within the health sector
- Significant experience of working in a financial management position
- Experience of working at a senior financial management level within a large and complex organisation.
- Working within an NHS finance setting
- Understanding of financial controls and processes.
- Clear understanding of NHS Finance
- Able to plan and organise workload and those of others.
- Excellent interpersonal , written and verbal communication skills.
- Flexible and team-based approach.
- Able to review & determine areas of work which would benefit from improvement.
- Ability to communicate complex and detailed financial issues in a clear and straightforward manner.
- Able to present confidently to large and small audiences; able to present and explain highly complex financial information in a manner that can be understood by non-finance managers.
- Strong analytical skills with the ability to solve highly complex financial problems, which may require comparative or option appraisal techniques.
- Expert working knowledge of Microsoft Excel, and good knowledge of other Microsoft Office packages.
