The Opportunity

We are seeking a highly motivated Compliance Officer (BSA/AML Officer) to own and manage the regulatory compliance framework for our U.S. Money Services Business (MSB) operations. This is a foundational role with the opportunity to build and scale our BSA/AML compliance function. You will be the subject matter expert on U.S. federal and state MSB requirements (including virtual currency activities), ensuring compliance with the Bank Secrecy Act (BSA) and FinCEN regulations.

Key Responsibilities

  • Act as the primary point of contact for FinCEN and relevant state money transmitter / MSB regulators.
  • Manage FinCEN MSB registration (including biennial renewals), state licensing, and required notifications.
  • Monitor and analyze new regulations, FinCEN guidance (including virtual currency), and industry best practices.
  • Coordinate responses to regulatory inquiries, examinations, and information requests.

BSA/AML Program Management

  • Design, implement, and oversee a risk-based BSA/AML compliance program aligned with the four pillars of an effective AML program.
  • Manage CIP, CDD, EDD, and KYC processes, including beneficial ownership requirements.
  • Oversee transaction monitoring, investigate suspicious activity, and file SARs with FinCEN.
  • Ensure CTR compliance where applicable and maintain related records.
  • Maintain and update the company’s BSA/AML risk assessment (products, customers, geographies, and channels).
  • Oversee OFAC sanctions screening and ensure sanctions compliance.
  • Ensure compliance with the Recordkeeping Rule and Travel Rule for money transmission and virtual currency activities.
  • Develop, implement, and maintain compliance policies, procedures, and controls tailored to U.S. MSB and virtual currency requirements.
  • Ensure operational teams are trained on and adhere to BSA/AML and OFAC policies.
  • Keep policies current with regulatory changes and emerging risks.

Internal Controls & Audits

  • Design and implement internal controls to mitigate BSA/AML, sanctions, and fraud risks.
  • Coordinate independent testing, internal/external audits, and regulatory examinations.
  • Maintain documentation to demonstrate program effectiveness to regulators and auditors.
  • Report periodically to senior management on the status and effectiveness of the BSA/AML program.

Qualifications & Experience

  • Bachelor's degree in Law, Finance, Business Administration, Economics, or a related field.
  • 5+ years of direct experience in a compliance / BSA-AML role within a regulated financial institution, fintech, MSB, or preferably a virtual currency / crypto-related entity in the United States.
  • In-depth knowledge of the Bank Secrecy Act (BSA), FinCEN regulations for MSBs, OFAC sanctions, and FinCEN virtual currency guidance.
  • Proven experience managing CIP, CDD/EDD, transaction monitoring, SAR filings, and AML risk assessments.
  • Experience acting as a liaison with FinCEN and/or state regulators preferred.
  • Strong analytical, investigative, and written communication skills; ability to work independently and with cross-functional teams.
  • Professional proficiency in English (native or near-native preferred).
