Purpose of post
This role provides a significant opportunity to contribute to the Welsh Government’s strategic ambitions for a modern, sustainable and resilient transport system. Working within the Enterprise, Connectivity and Energy Group, the post holder will support the development and delivery of Aviation
, Maritime and Logistics policy
, aligned with Llwy Newydd – the Wales Transport Strategy and its focus on modal shift and carbon reduction
.
The post plays an important role in supporting Welsh Government’s oversight of Cardiff Airport, contributing to aviation policy engagement with the UK Government, and assisting with the delivery of maritime and logistics priorities, including the administration of Harbour Revision Orders. The position offers exposure to high‑profile policy areas, complex governance arrangements and cross‑government collaboration.

procurement and cross‑sector working, while building strong networks across Welsh Government, local authorities, Transport for Wales, Cardiff Airport, UK Government departments and the Devolved Administrations. - Policy development — Support the development of future policies and long‑term objectives across aviation, maritime and logistics.
- Procurement support — Assist with departmental procurement exercises in line with Welsh Government procedures.
- Governance and secretariat duties — Provide secretariat support for WGC Hold Co and other governance structures, including arranging meetings, preparing agendas, attending sessions, recording minutes and monitoring actions.
- Administrative support — Maintain team filing systems and iShare, liaise with translation and design services, and monitor the policy team mailbox.
- Government business drafting — Prepare initial drafts of Ministerial correspondence, Freedom of Information responses, Written Assembly Questions and other government business for review by the line manager.
- Risk and action log management — Maintain and update departmental risk registers and government business action logs.
- Maritime and logistics support — Provide administrative support for the delivery of the Ports and Maritime Strategy and the Logistics Plan.

to senior leadership — Assist the Head of Aviation, Maritime and Logistics with strategy development, government business and secretariat functions. - Stakeholder engagement — Support engagement with stakeholders across aviation, maritime ports, freight and logistics sectors.
- Harbour Revision Orders — Support the administration of the legislative process relating to Harbour Revision Orders.
