Job DescriptionOur client is seeking an inspiring and forward‑thinking Talent and Development Leader to shape and deliver a world‑class learning and development strategy at site level in Cardiff. This is a high‑impact leadership role, responsible for developing capability, future talent and leadership excellence while ensuring full compliance within a regulated environment. You’ll lead a multi‑disciplinary training team spanning People Development, Technical Training, Early Careers and Leadership Development, playing a critical role in enabling business performance now and building capability for the future.
Key Responsibilities- Build, coach and develop a high‑performing training and development team, ensuring alignment to site Safety, Quality, Delivery and Cost (SQDC) priorities.
- Set the Training Vision, design and deliver a future‑focused training and development strategy that supports employee growth, business goals and regulatory requirements, fully embedded with the business principles.
- Develop Leaders & Talent, create and implement leadership, people development and early careers programmes that build capability, strengthen succession pipelines and foster a culture of continuous learning.
- Ensure Regulatory Excellence, maintaining the highest standards of compliance across all training activities in line with regulatory requirements.
- Drive Continuous Improvement, champion innovation and operational excellence by applying lean methodologies to improve training effectiveness and efficiency.
- Partner with the Business, collaborate closely with site leadership, HR and key stakeholders to ensure learning solutions directly support organisational priorities.
- Optimise Resources, manage budgets and resources strategically to deliver high‑quality, cost‑effective development solutions.
- Proven leadership experience in Learning, Training or Talent Development within a large, complex matrixed environment.
- Strong track record in designing and delivering development programmes aligned to business, people and regulatory needs.
- Strategic mindset with outstanding organisational and resource management capabilities.
- Experience leading large teams, ideally overseeing early careers, leadership development and succession planning.
- Excellent communication and stakeholder management skills, with the ability to influence at all levels.
Salary £60,000 – £70,000 (DOE), car allowance & bonus + excellent benefits.
This is a permanent role – based full‑time on site in Cardiff.
