Interim Human Resources Business Partner

Starfish Search is supporting a Local Authority in the North of England to appoint an Interim HR Business Partner – Strategic Transformation.

This is a key interim role focused on leading a programme of strategic HR transformation. Working closely with the HR Director and Corporate Leadership Team, you will drive organisational design, restructure and targeted HR improvement plans aligned to the council’s wider transformation agenda.

• Lead strategic workforce transformation, including service reviews and organisational redesign.
• Develop and implement clear, deliverable HR improvement plans that strengthen capability, governance and ways of working.
• Provide expert oversight of complex employee relations matters arising from change programmes.
• Partner with senior leaders to align people strategy with financial and service priorities.
• Strengthen the use of workforce data and insight to support sustainable organisational improvement.

• A strong track record of delivering strategic HR transformation within a local authority or complex public sector setting.
• Significant experience leading restructures and managing change at pace.
• Credibility operating in politically sensitive environments and influencing at senior level.
• Deep employee relations expertise, including trade union engagement.
• A pragmatic, delivery-focused leadership style with a clear focus on outcomes.
