HR Manager, HR Generalist / Talent Management, HRIS Specialist
At Cardiff Council, we are transforming the way we deliver people services. We are looking for an experienced and forward-thinking Operational Manager – HR Systems to lead the development, delivery and continuous improvement of our HR and payroll systems and services.
This is a critical senior leadership role within our HR People Services team, reporting directly to the Chief HR Officer. You will be responsible for ensuring the seamless delivery of payroll, recruitment, HR administration and management information services to over 15,000 employees while driving the modernisation and development of our HR systems infrastructure.
About the jobThis is not a traditional operational management role. We are looking for someone who can combine technical payroll expertise, system leadership and strategic change management to help us maximise the value of our HR technology.
You will lead teams responsible for payroll, recruitment systems, transactional HR services and workforce data, whilst driving system enhancements, process redesign and service improvements across the employee lifecycle. You will work closely with HR colleagues, senior leaders, digital and finance teams, partners and suppliers to deliver innovative solutions that improve both employee and manager experience across our corporate and schools workforce groups.
What We Are Looking For From YouWe want to hear from ambitious HR professionals who can demonstrate:
- Significant experience leading payroll and HR systems services within a large and complex organisation.
- Strong technical understanding of payroll operations, payroll legislation and employment-related processes.
- A proven track record of delivering HR systems implementation, enhancement, transformation or development projects, with Oracle experience a significant advantage.
- Experience leading organisational change, service improvement and process redesign initiatives.
- The ability to translate business requirements into effective system solutions.
- Strong stakeholder management skills, with the confidence to advise senior leaders and influence strategic decision-making.
- Experience working within local government or another large public sector organisation.
