An opportunity has arisen for a Procurement Business Manager to join the NHS Shared Services – Procurement Services' Frontline Procurement Team for Cardiff and Vale University Health Board based at Woodland House, Maes-y-coed Road.

Main duties of the job

NWSSP – NHS Wales Procurement Shared Service is an established procurement service assisting Health Boards and Trusts across Wales to deliver patient‑centred services. The service focuses on value, safety, excellence, innovation, and quality, aiming to provide the best quality service, ensure efficient sourcing, and adopt a value‑based approach around patient outcomes.

Key responsibilities include:

  • Defining and implementing strategic sourcing and performance improvement initiatives.
  • Managing complex procurement projects, including tendering, specification writing, evaluation, contract award reports, contract management, and implementation.
  • Engaging and managing relationships with key stakeholders.
  • Supervising and managing procurement or supply staff.
  • Planning and delivering multiple projects simultaneously, meeting demanding deadlines.
  • Contributing to business planning processes and developing contract and savings plans.

Welsh language knowledge is desirable; both Welsh and English speakers are welcome.

Person specification Knowledge
  • Strategic sourcing, performance improvement, EU procurement, and understanding of business needs across procurement services.
  • Delivering value for money, supply chain processes, best practice principles, e‑procurement, sustainability impacts, compliance, process improvement, and contract law.
  • Knowledge of Health Boards and Trusts procurement processes and procedures.
Experience
  • Proven delivery of complex procurement projects: assessment of business need, tendering, specification writing, evaluation criteria, contract award reports, contract management, implementation, and stakeholder engagement.
  • Experience of people or staff supervision and management, preferably within procurement or supply environments.
  • Ability to manage multiple projects simultaneously, planning and meeting demanding deadlines.
  • Experience contributing to business planning processes, developing contract plans, and savings plans.
Qualifications
  • Qualified to CIPS Level 5 (Advanced Diploma) or equivalent CIPS knowledge/experience.
  • ILM Level 4 or other management qualifications.
