Programme Manager – Trust Portfolio Team

An exciting opportunity has arisen for an experienced Programme Manager (Band 8a) to join Velindre NHS Trust's Trust Portfolio Team within the Place, Portfolio and Partnerships Directorate.

This is a unique opportunity to lead and deliver a portfolio of high-profile programmes and major projects that support the Trust's strategic objectives, transformation agenda and Integrated Medium Term Plan. Working across organisational and system boundaries, you will play a key role in driving service improvement, organisational change and regional collaboration to improve outcomes for patients and communities across Wales.

As a credible and influential leader, you will work closely with senior clinicians, executives, managers and external partners to ensure programmes are effectively designed, governed and delivered, with a clear focus on benefits realisation, quality improvement and patient-centred care.

This post is fixed term/secondment for 18 months from start date to meet the needs of the service. If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.

Main duties of the job

The successful candidate will lead complex programmes and major projects from development through to implementation, ensuring effective planning, stakeholder engagement, risk management, performance monitoring and delivery of agreed benefits. You will support strategic change initiatives across the Trust and wider South East Wales cancer system, while helping to shape and strengthen project and programme management practice across the organisation.

Job Responsibilities
  • Act as a change agent, working collaboratively across teams, services and the system to effectively deliver programmes / major projects ensuring that these are underpinned by effective planning, communication and engagement, monitoring and evaluation, risk and benefit management.
  • Be a credible ambassador and role model for portfolio development and improvements in quality and patient safety, offering expertise and experience to relevant stakeholders to inform, engage and influence new, innovative solutions and ways of working.
  • Act as a representative for the Trust's Portfolio Team (TPT) at relevant Programme, Major Projects and Regional Boards.
  • Ensure that Programme and Major Project resources are prioritised and appropriately utilised within the service to ensure the maximum delivery of benefits.
  • Work as part of the Trust Portfolio Team within the Place, Portfolio and Partnerships Directorate to support the development and delivery of programmes and major projects. Be able to define and shape portfolio, projects and programmes, establish clear visions and effectively engage and communicate plans.
Person Specification Qualifications Knowledge and Experience
  • Educated to relevant master's degree level or equivalent experience.
  • Management of Portfolios (M_o_P), PRINCE2 and MSP Practitioner qualification (or demonstrable equivalent experience)
