With effect from the 1st April 2026 this post attracts a market supplement of £5000 per annum full time equivalent.

As Team Manager for Cardiff's Pre-Birth Team, you will lead a dedicated and highly skilled team delivering assessment, intervention and planning for unborn babies and their families across the city. Our Baby's Best Beginnings co-formulation approach supports Trauma informed practice across the multi-agency system.

The team receives referrals from FASPH where a statutory assessment has been identified as necessary. Based at County Hall, with agile working arrangements available, the service works with families throughout pregnancy and for a short period following birth to ensure children have the best possible start in life.

You will oversee and support the delivery of high-quality statutory social work practice, including Well-being Assessments, Section 47 enquiries, Family Networking, Pre-Birth Risk Assessments, Public Law Outline (PLO) work and Court proceedings where required.

Alongside the operational management of the team, this is an exciting opportunity to play a key role in leading Cardiff's ongoing Pre-Birth Project. The successful candidate will provide leadership and direction for the project, driving improvements in practice, strengthening partnership working, embedding learning and ensuring the development of an evidence-informed service that delivers better outcomes for babies and their families.

Working closely with colleagues across Children's Services and partner agencies, you will help shape the future direction of pre-birth practice within Cardiff, ensuring interventions are timely, effective and focused on achieving safety, permanence and positive outcomes.

What We Are Looking For From You

We are seeking an experienced and motivated Social Worker who is either already operating at Team Manager level or ready to progress into their first management role.

You will have a strong understanding of safeguarding, risk assessment and court processes, together with the ability to lead and develop others through effective supervision, support and challenge.

As Team Manager, you will ensure that the voice and lived experience of the child remain central to all assessments, interventions and decision-making. You will be committed to high-quality direct work and promoting a strengths-based, relationship-focused approach with families.

In addition to managing day-to-day operational demands, you will be confident in leading service improvement activity and driving forward the ongoing Pre-Birth Project. We are looking for someone who can inspire others, build strong partnerships, use performance and practice data to inform decision-making and contribute to the continued development of the service.

Pre-birth work is complex, fast-paced and often involves competing priorities. You will therefore need to demonstrate resilience, sound professional judgement, emotional intelligence and the ability to make clear and balanced decisions in challenging situations.

A valid driving licence and access to transport are essential requirements of the role.

This payment is reviewed on a 12 monthly basis
