Position: Communications Manager (Bill Discount Scheme)-

Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We operate a hybrid working model, with employees expected to spend one day per week (20% of working time) in the office.

Job summary

Ofgem is Great Britain’s independent energy regulator. Our primary responsibility is to protect energy consumers, especially the most vulnerable, while working with government, industry and consumer groups to deliver a clean, more affordable and secure net‑zero energy system at the lowest cost to consumers, and to support economic growth.

We are recruiting a Communications Manager to support the development and delivery of communications for the Bill Discount Scheme (BDS), a major policy initiative designed to improve the acceptability of energy infrastructure among host communities and wider audiences. This is an impactful role where effective, insight‑led communications will be critical to achieving policy outcomes.

You will develop and deliver a comprehensive communications and engagement strategy aligned to the scheme’s objectives, using audience insight and behavioural science to inform your approach. Working collaboratively with the Delivery and Schemes directorate, Ofgem’s central communications teams, and DESNZ, you will help ensure messaging is clear, consistent and effective across all channels.

The role includes shaping stakeholder mapping and audience segmentation, developing targeted messaging, and supporting engagement activity such as workshops, forums and senior stakeholder sessions. You will contribute to implementation planning across multiple channels, including community engagement and wider stakeholder communications, and play a key role in establishing metrics and KPIs to monitor and evaluate communications activity.

This is an excellent opportunity for an experienced communications professional who enjoys working in a dynamic environment, is comfortable engaging with senior stakeholders, and is motivated by making a meaningful difference to communities affected by energy infrastructure.

Person specification
  • Significant experience of developing and delivering strategic communications or public engagement campaigns, ideally within a policy or regulatory context
  • Experience of audience research, insight gathering, and segmentation to inform targeted communications planning
  • Proven ability to develop communications strategies with clear, measurable objectives linked to organisational or policy goals
  • Strong understanding of behaviour change communications principles and their application within campaigns
  • Excellent written and verbal communication skills, with the ability to create clear, compelling messages for diverse audiences
  • Experience of senior stakeholder engagement, with the ability to build credibility and influence, alongside planning and delivering multi‑channel communications activity across digital and community platforms
  • Experience of working on infrastructure, energy or public acceptability communications
  • Experience of working across government departments or in a cross‑departmental context

Alongside a salary of £49,452, Ofgem contributes £14,326 towards membership of the Civil Service Defined Benefit Pension scheme.
