Cumberland Council's Private Sector Housing Team works to ensure that residents have access to safe, healthy and well managed homes. The service plays a vital role in improving housing conditions across the county through a range of regulatory, advisory and enforcement activities. We work closely with landlords, tenants, partner agencies and local communities to tackle poor housing conditions, bring empty homes back into use, address housing related hazards and support vulnerable residents.
This is a career grade position, offering a structured development pathway for candidates seeking a career in housing enforcement or environmental health. The post provides an excellent opportunity to develop specialist knowledge and skills within private sector housing regulation. Candidates without the Environmental Health qualification would be appointed at Grade 10 and will be supported to undertake the level 4/5 Housing Enforcement Diploma, alongside practical experience and competency development, with opportunities for progression through the career grade upon successful completion of agreed training and performance requirements.
The role involves inspecting residential properties, investigating complaints relating to housing conditions, assessing hazards using the Housing Health and Safety Rating System (HHSRS), and taking appropriate enforcement action where necessary. You will work with landlords, tenants and partner organisations to improve housing standards and ensure compliance with housing legislation.
Purpose of the role- Undertake inspections of residential properties to assess compliance with housing legislation and standards.
- Investigate complaints relating to poor housing conditions, disrepair, overcrowding and other housing related matters.
- Assess housing hazards using the Housing Health and Safety Rating System (HHSRS).
- Gather evidence and prepare enforcement documentation, including notices, schedules of work and legal case files.
- Work proactively with landlords and agents to secure improvements to housing conditions.
- Contribute to projects and initiatives aimed at improving standards in the private rented sector.
- Provide advice and guidance to landlords, tenants and other stakeholders on their rights and responsibilities.
- Support the delivery of the Council's private sector housing enforcement and housing standards programmes.
- Develop professional knowledge and competencies through completion of the Housing Enforcement Diploma and ongoing professional development.
